What important conflict existed between the large and small states? • Framers disagreed about reps in Congress • Small states feared large ones would control nat’l gov. • Small states wanted equal representation-each state has same number of reps in Congress • Large states thought equal rep unfair

  5. What important conflict existed between the large and small states? • Large states wanted proportional representation-base number of reps in Congress on number of people in state

  6. What was the Virginia Plan? 1. Plan for strong nat’l govt; James Madison 2. Prop’ed federal system-state & nat’l govt’s get pwr from ppl 3. Nat’l gov power to make/enforce own laws, collect taxes 4. Three branches-legislative, executive, judicial 5. Nat’l legislature-two houses • House of Reps • Senate • Reps in two houses proportional

  7. What was the Virginia Plan? • Considerable debate-small states oppose, do not want to be dominated by large states

  8. What was the New Jersey Plan? • William Paterson introduces new plan for representation- NJ Plan • Weak nat’l gov’t w/ one house of Congress • Equal representation • Congress power to collect taxes, levy fines • Congress has power to regulate trade-states/nations • Exec (several) appointed by Congress & Judicial appointed by Exec.

  9. What was the New Jersey Plan? • Convention is divided; Neither side willing to accept other side • Tension growing; Special committee appointed

How did the Great Compromise solve the problem of representation? • Connecticut Compromise=Great Compromise • Three parts • Congress= two houses Senate & House of Reps • House is proportional; power to tax and control gov spending • Senate is equal representation; power to make changes to bills from House (now) • Passed by one vote
