  4. Problem Statement Evolution At Stakeholders Conference: Joint Force Commander lacks robust logistics and mobility decision support tools to support distribution processes with MN, IA, host nation (HN) and NGO mission partners during combat, engagement, security and relief/reconstruction ops

  5. Problem Statement Evolution At ESG: Joint Force Commanders require a common capability to make informed theater distribution support decisions during combat, engagement, security and relief/reconstruction operations. This should include the ability to partner with IA/MN/HN/NGO.

  6. Problem Statement Joint Force Commanders lack a common, interoperable capability to rapidly aggregate and analyze the information necessary to conduct adaptive theater distribution planning and facilitate timely execution decisions in austere environments across the range of military operations

  7. Problem Statement continued Theater distribution planning includes: • Establishing, synchronizing, and adjusting optimal multi-modal, multi-nodal theater distribution operations • Comprehensive supportability and feasibility analysis in support of course of action development and execution of distribution operations which may include IA/MN/HN/NGO • The capability to assess risks associated with theater distribution operations and analyze alternative courses of action and follow-on branch and sequel plans

Joint Logistics Planning (JLP) Requirements • Indentified requirements to better enable efficient/effective planning at COCOM level • Questionnaires/site visits to gain action officer and senior logistician feedback • Two deliverables pertinent to WFC 18: • Jan 11 report captures feedback and outlines a series of recommendations • Mar 11 document identifies capabilities to be considered during development of an automated Joint Logistics Planning system or systems

Joint Logistics Planning Requirements Key Themes: Joint Logisticians require a reliable and ready system which accelerates our ability to conduct Joint Logistics Planning • Fully integrated w/ emerging APEX systems, operating in a collaborative environment to enable rapid logistics oversight and analysis • A flexible and user friendly Joint Logistics Common Operating Picture must incorporate authoritative “real time” logistics data • A logistics governance structure that fully integrates IT systems within the logistics community and APEX structure

Joint Logistics Planning Requirements Document • “Tool agnostic” approach to develop a comprehensive list of Joint Logistics Planning and Execution requirements w/ APEX focus • Presents 202 individual requirements • Should guide development of automated system, process, and procedural improvements for joint logistics planning Identified 202 Joint Logistics Planning requirements
