MEXT promotes computerization in research fields through construction and operation of databases and networks, while the cooperation of university and research institute is attempted ( i) Database • Japan Science and Technology Agency (JST) has been constructing the infrastructure for R&D activity including developing databases concerning research papers on S&T, researcher, research contents, research organization and research result. • JST has promoted new retrieval system so that researchers of university and research institute can search scientific and technological articles low fixed charge. For private users, JST added the function that users can pay with their own credit. • For the purpose of strengthening the function of offering information, JST constructs and operates a system (J-STAGE) for submitting, editing and publishing of academic journals electronically. 325 academic journal titles are available on the internet using J-STAGE system as of the end of September 2004. • Also, Project for International Scholarly Communication Initiative has been launched by NII in 2003, aiming at promoting the visibility of the electronic journals of Japanese academic societies. In this project, Japan’s English-language academic journals which are expected to have international competitiveness have been selected. (30 academic journals were selected so far.) Additionally this project is supporting the editorial committee to be internationalized and supported the establishment of review system. The international distribution of electronic journals has also been supported.

MEXT promotes computerization in research fields through construction and operation of databases and networks, while the cooperation of university and research institute is attempted ( ii) Network • The Science Information Network (SINET) has been developed and operated by the National Institute of Informatics (NII). As of the end of October 2004, 728 research institutes are connected to SINET. ‘Super SINET’ which connects advanced research institutes with the maximum line speed of 10Gbps was launched in January 2002. As of October 2004, 30 research institutes are connected to Super SINET. • Also, the development of campus LAN of universities and research institutes has been promoted.
