  4. SCAPE CLAUSE ESCAPE CLAUSES • Simple living. - Public officials and employees and their families shall lead modest lives appropriate to their positions and income. They shall not indulge in extravagant or ostentatious display of wealth in any form. Meaning, as long as they do not brag or display their wealth – it’s okay? **It is common knowledge that the PA system in the Philippines is culture-bound.

  5. Observations: • People first, they say. (means FAMILY AND FRIENDS, AT ALL COST, they didn’t say.) • Mediocre and doubtful kind of government doubled with graft and corruption is the norm and in practice, hence it is culture..? eg. non-stop impeachment cases : culture? • RA #6713 is a code for appropriate behavior which is not based to agree with our culture but is forced to deal with it.

Views on the separation of politics & administration for more effective public service • No. Politics and Administration cannot be separated. • As far as the Philippine experience is concerned, the dichotomy is artificial and that in practice, power and partisan politics have had a disproportionate influence upon the workings of public administration in the Philippines. • They would just have to learn to deal with one another.
