History 2003 – Fitzsimons Regional Federal Medical Center Act of 2003 – Act called for a Joint federal tower 2004 – Plans for Fitzsimons Campus Completed - Combined VA/DoD effort – Land available from the UCH inadequate for federal tower footprint 2007 – DoD reopened possibility of entering the project 2008 – Denver Tiger Team established and CONOPS created – 30 April 2008: Denver VA & MDG joint partnership kick-off 2009 – Overall Project Eagle established; ECD Feb 2014 – Decision to include inpatient tower – #1 priority to complete DoD Clinic Feb 2012 2010 – Project Eagle schematic & design development

Joint Mission & Vision Mission: Honoring America’s warfighters, military dependents & veterans through the provision of exceptional preventative and curative health services Vision: Achieve integrated VA/DoD healthcare facility providing seamless care to Denver-area warriors, families & veterans

Opportunities • Utilization of VA excess capacity or capability • VA must meet TRICARE Prime access standards • VA Reference Lab - 460 MDG currently utilizes LabCorp BPA Contract • Radiology - 460 MDG currently utilizes TRICARE Network • Offers Buckley a specialty referral base • Possibility for future “Sharing” • BLS for Healthcare Providers, Advanced Trauma Life Support • Education and Training Mediman (Human Simulator) • With Denver VAMC deemed as a MTF • Denver VA “Currency Platform” for USAF • Streamline transition of retiring/separating members • One-stop shop at/near Buckley Clinic • Offers VA an opportunity to optimize capacities (CBOCs)

Project EagleCurrent Progress • Recently completed Design Development (DD) 1& 2 • UPI building buildout that will house the 460 MDG • Project Design Development complete: 24 Sept 2010 • Inpatient, Diagnostics & Treatment, Central Utility Plant, SCI, Research, Ambulatory Care, CLC and Warehouse • DD 1&2 Peer Review for UPI building: October 2010 • DD 1&2 Peer Review for Core, Shell & Structure for remainder of Project: October 2010 • Kiewit Turner awarded Notice to Proceed: 2 Sept 2010 • Strategic meetings on Governance and Sharing agreements for services: On-Going

  12. Project EagleChallenges • Aggressive time schedule for design • Hard Deadline for DoD occupancy: Feb 2012 • Information Management/Technology requires enterprise solution • Linking DoD & VA information systems (EMR) • Title 5 & Title 38 – awaiting legislation change

AF Academy InitiativeConcept of Operations • Build a new partnership between VA & DoD at the AF Academy; utilizing excess capability & capacity • Establish Joint VA/DoD Ambulatory Surgery in Southern Colorado • Maximize Resources for Joint Utilization • Share OR Staff (Nurses & Technicians) • Utilize single support system (Equipment & Supplies) • Share Facilities (OR & Clinic Space) • Realign Programmed Resources • Use DoD imaging, lab, pharmacy, and supplies • Remove VA Ambulatory Surgery from plan for new Community Based Outpatient Clinic

AF Academy InitiativeGoals / Milestones • Resolved two separate Accrediting Bodies issues • 1st General Surgerycompleted – July 2010 • VA OR staff augmented AF OR operations during PCS and Deployment staffing fluctuations – Summer 2010 • 1st Orthopedic Surgery completed – September 2010 • Urology Equipment on order – September 2010 • Ophthalmology scheduled to start – October 2010 • Urology Surgeon search in progress
