  3. Goal of Presentation • To try and assist newly Associated States by benefiting from our experience in Israel • To highlight what was effective • To assist the DG to understand the situation on the receiving end M W Morron ISERD

Background • Israel joined the Framework program during FP4. • Agreement had been held up due to, in part, discussions relating to Program Committee participation • Israel, has a technologically strong IST sector but that was balanced by the fundamental fact that Israel is in Asia M W Morron ISERD

Key Issues to be Addressed • Awareness within the country • Awareness in potential partner countries • In country management of program • Skills/experience in operation of program • Building program knowledge in country • Building consultancy skills in country • How to measure success/progress M W Morron ISERD

In country stimulation 1 • It is vital that companies and not only academics become involved • Need to advertise • Need for local language material • Need information days • Need workshops • Need access to legal/IPR/Accounting skills • Need web site • Need email distribution facility and list resource M W Morron ISERD

In country stimulation 2 • Setting up a proper funded body to manage the participation - we modelled ours on Holland • Making maximum use of IST Committee • Getting best skills - bring back some ex pats!! • Set up training program • Encourage in country consultancies/team with experienced overseas consultants • Get as many evaluators/experts as possible • Establish measurement/tracking system M W Morron ISERD

Out of country stimulation • Partner search is top priority for all participants • Ensure presence and participation at events • Wide and consistent mention in related documents, publications and web sites • Preparation of suitable handouts/material • Idealfit and Idealist were vital aids • Must encourage/support people to travel M W Morron ISERD

  10. “Closed Programs” • Some programs appear as closed • Reflects a close knit European community • Difficult for new players to enter • ACTS/Telematics Concertation was where it all happened - only project participants invited • Some programs linked to non-framework programs - causes eligibility problems M W Morron ISERD

Suggestions • Try to have people attend program events - find funding for this • Encourage initial use of Take-up measures • Try to team with experienced coordinators • Ensure correct funding is requested • Give special emphasis intially to FET • Push proposers to higher success areas - ie not Key Action 1 M W Morron ISERD
