6. Lessons learned Capacity constraints in the region are significant and countries require robust support in both project development and implementation
Because of capacity constraints, it is critical to identify and build upon synergies between projects and programs in each country
Sub-regional cooperation needs to be strengthened to provide for cross-fertilization between countries and greater cost-effectiveness, and to overcome capacity constraints.
