Early Bird projects: Central Spine Road • The Central Spine is proposed along the Existing Ahmedabad Bhavnagar State Highway. • Four laning work going on with cost of Rs. 200 crores • It is also proposed to link it with the National Highway leading to Pipavav Port. • In addition, Govt. has approved exclusive express way from A’bad to Dholera. • It will be 6 lane road of 110 Km with cost of Rs. 2200 Crs. How do we do it… • While the Government of Gujarat is committed to lay down the core infrastructure from public funds; • It is envisaged that most of the infrastructure will be done on PPP basis • Private players are invited to join this historic development and mega opportunity… PPP is the preferred route…

Three routes for PPP…Gujarat Infrastructure Development Act-1999 • In 1999, the Gujarat Infrastructure Development (GID) Act was enacted which gives legal framework & roadmap for PPP • GID Act proclaims ‘competitive bids’ as the preferred mode for developer selection and lays down detailed guidelines • However, ‘Swiss Challenge Route’ also recognised to take benefits of innovative ideas and unsolicited projects • In 2006, project award through Direct Negotiation added. • A project can thus be awarded to a developer through: • Competitive bidding (section-9 GID Act) • Comparative bids (section-10 GID Act) • Direct negotiation (section-10A GID Act)
