  2. Purpose and Philosophy of the UIL • To assist and advise schools • To prepare and enforce eligibility rules • To regulate competition • To promote good sportsmanship • To forward the concept of accepting decisions and respecting sports officials

  3. Coordinated Communications with UIL • If you have a UIL question, please get information to avoid violating a rule • UIL website and Constitution and Contest Rules book are a great resource • Speak to your Athletic Coordinator or call Athletic Department before you call the UIL Department

  4. UIL Orientation • Coaches, Cheerleading Coaches, and Athletic Trainers must annually attend a UIL Orientation. • Discuss UIL Rules and Regulations. • Athlete Eligibility and Athlete Requirements • Coaches Expectations/Requirements • This Power Point will be made available to all Coaches through campus Athletic Coordinator

  5. Rules Compliance Program (RCP) • Required for all coaches and athletic trainers from grades 7 – 12 for the 2010-11 school year • Training must be completed prior to your sport season • Training available only via the UIL website • Certificate may be printed after all trainings are completed and must be on file in the Athletic Office

  6. Rules Compliance Program (RCP) 4 Sections in RCP • Constitution and Contest Rules (HS/MS) • Ethics and Sportsmanship (Replaces COPE) • UIL Steroid Education Video (SB 8) • Safety Training (SB 2)

  7. 1st Aid, CPR, AED Training Senate Bill 7 • School Districts shall annually provide CPR and AED training to employees. • All coaches, cheerleader coaches, PE teachers, athletic trainers, and student trainers must maintain current certification in CPR and AED training. • Principals will be notified of Coaches not fulfilling this requirement and will also be informed that they may not continue to coach until certification is updated. • Contact Dusty Warden at Pro-Action (533-3414)

New Coaches Education Program • Starting 2008-2009 the UIL is requiring all “FIRST YEAR” coaches to complete the NFHS • Fundamentals of Coaching Course. • Cost $35 – Paid for by the Coach • Register through UIL Website and take course online. • Print your certificate and turn it in to the Campus Athletic Coordinator and Athletic Office • Co-op and volunteer coaches must also take this course

  9. Volunteer Coach • Must be a certified SISD teacher • Must fulfill all coaches requirements which include RCP training, CPR training, and 1st year Fundamentals of Coaching • Any one who assists in any other capacity must have a SISD background check and be cleared by HR

  10. Required Meetings • Coaches must conduct and document a Safety Training for their teams • Safety drill that incorporates the safety training must be conducted and documented • Pre-season Parent and Athlete meetings must be held for each sport. Coach must provide documentation

PROFESSIONAL ACKNOWLEDGEMENT FORM (PAF) MUST BE COMPLETED BY A COACH THEIR 1ST YEAR AT A CAMPUS FORM MUST BE NOTARIZED AND ON FILE AT THE SISD ATHLETIC OFFICE ANOTHER PAF FORM MUST BE FILLED WHEN YOU COACH AT ANOTHER CAMPUS. PAF FORM ACKNOWLEDGES THAT YOU ARE RESPONSIBLE FOR ALL UIL RULES AND REGULATIONS. COACHES PAPERWORK

  12. ATHLETE’S PAPERWORK • PHYSICAL EXAMINATIONS MUST BE ON FILE BEFORE ANY ATHLETE CAN WORK OUT OR COMPETE. (MUST USE REVISED 1/6/2009 PHYSICAL FORM) • STEROID FORM- (UPDATED 2010-2011FORM) • PARENT OR GUARDIAN PERMISSION. • ACKNOWLEDGEMENT OF RULES • FRESHMEN/NEW ATHLETE FORM (SISD NEW FORM) • PREVIOUS ATHLETIC PARTICIPATION FORM (UPDATED 6/12/2010) • INCOMING FRESHMEN NOT FROM FEEDER SCHOOL • TRANSFER FROM ANOTHER SCHOOL • REQUIRE DEC APPROVAL **PARENTS CANNOT OVERIDE A DOCTORS EXCUSE.

Section 1478AGE REQUIREMENTS Eligibility Requirements • For 7th Grade athletic competition an athlete may not be 14 on or before September 1st. • For 8th Grade competition an athlete may not be 15 on or before Sept. 1st. • There are other guidelines for overage athletes-please refer specific questions to Athletic Department. • 6th Grade students may not practice with or against junior high students.

  14. Eligibility for 1st 6 Weeks • 7th and 8th grade athletes must be academically promoted and not placed • An athlete who is placed, must pass all courses at the end of the six weeks to regain eligibility • A student does not lose eligibility if they fail a TAKS Review Course during the year.

  15. NO PASS, NO PLAY • A student who receives a grade below 70 at the end of any grading period (after the first 6 weeks) may not participate in extracurricular activities for at least 3 school weeks until all classes are passed. • An ineligible student may practice but may not compete. • All schools must check grades for all athletes at the end of the 1st six weeks of the school year. After this, grades are checked at the end of each grading period. • Students who pass all classes remain eligible until the end of the next grading period.

  16. NO PASS, NO PLAY • In regards to eligibility, school work can not be completed after a Grading Period has ended, unless the student has received an incomplete. • As per SISD policy, 9 week incomplete grade due to absenteeism must be made up within the following 9 weeks grading period. • Teacher Error, Mechanical Error, or not following district grading policy may allow an athlete to regain eligibility. • All students are eligible during a school holiday of a full calendar week or more (Fall Intersession, Thanksgiving Break, Winter Break, Spring Intersession).

  17. Practice & Game Restrictions • 8 hour rule (outside school day) • Practice Regulations • Athletes shall not engage in more than 3 hours of practice on those days during which one practice is held. • Maximum length of any single practice session is 3 hours • When more than one practice is held, there shall be at least one hour of rest in between. • Athletes shall not engage in more than 5 hours of practice a day. • Sunday prohibition • Athletic period 60 min per day (dressing out time included) / 300 minutes per week • Athlete may only participate in one contest during school week. • School week begins at 12:01 AM the 1st day of instruction and ends after school on the last day of instruction, excluding holidays • Calendar week means 12:01 am on Sunday through midnight on Saturday.

  18. Practice Time • What counts: Actual practice, skill instruction, mandatory conditioning • What doesn’t count: Meetings, film study, water breaks, injury treatment, voluntary conditioning, weight training • One hour rest/recovery time: This time is exclusively for student rest for the next practice session

  19. Non-School Participation • Coaches may not require athletes to participate in non-school activities • Coaches may not instruct non-school coaches in what offense or defense to use • It is a violation for the school coach to handle the money for a non-school team involving students in their attendance zone

  20. Charitable Cause Guidelines Schools may host a contest for a charitable cause under the following conditions; • Contest may be held during any 1 week • Team members may be allowed to wear headbands/wristbands of non-school colors • No uniforms will be allowed that do not represent the school colors • Colored game balls will not be allowed for competition but may be used at practice • Opposing team and officials must be notified

  21. Sportsmanship • As coaches we are responsible for the behavior of our athletes. • Preseason meetings are required for all sports. Parent or Guardian must attend before an athlete is allowed to participate. • Positive behavior is expected from our fans- paying to get into a game does not give them a right to be negative. • A positive relationship between coaches and officials is always important. Please think twice before you react in a negative manner. • Any coach who is ejected for unsportsmanlike conduct, or a Football coach who is given 2 or more 15-yard unsportsmanlike penalties during a contest, is required to appear before the State Executive Committee at the coaches expense. • Schools must notify UIL within 3 school days if a coach has been ejected or received two 15 yard unsportsmanlike penalties.

  22. Soccer, Baseball, Volleyball, Softball, Basketball & Football • One game or scrimmage may be played per calendar week. • Football: There must be a minimum of 5 days between contests. • Practices shall not begin prior to the first day of school. • Please download a copy of the UIL Junior High Coaches’ Manual. • All coaches must read and refer to the NFHS Rule Books for rules and regulations for each sport.

  23. Cross Country & Track • No team or student shall compete in more that 6 meets including the District meet. • Meets are limited to one per calendar week. • Practice shall not begin prior to the first day of school. • Please download a copy of the UIL Junior High Coaches’ Manual and refer to the NFHS Track & Field and Cross Country Rule Book for any rules and regulations.

  24. Inclement Weather • Campus Administration and Athletic Department will make decision in regard to cancellation of games due to weather. • Contests which have to be canceled due to weather or other circumstances shall not be rescheduled unless there is an open week within the season.

  25. Game Procedures • Cannot protest the results of a game after the officials have declared a winner. • Officials decisions must be honored. • Refer concerns with officials to Athletic Department • Each contest must be played in full. • Administrator in charge must introduce themselves to the officials and be present during the contest.

  26. Coaches Expectations • Emphasize that a student’s first responsibility is to be a good student. • Coaches must focus on instilling good values and building character through sports opportunities • Cut as few kids as possible. (Maximum Participation) • All athletes that suit out must play. (Refer to SISD MS Participation rules) • Structure practices so that they are a positive experience for athletes. • Always treat players with respect.

  27. Emphasize that all athletes, regardless of playing ability, must follow all regulations. • Emphasize improvement (not just winning) as a sign of success. • You are also a member of the coaching staff. Please follow all rules and regulations that are required. • All coaches are responsible for all information listed in SISD coaches handbook.

  28. SISD Policies • All team managers must have physicals on file and be academically eligible to travel with team. • Medical Coverage: Each Middle School is funded to provide medical coverage at $30 an hour. Only Maxim and SISD school nurses may provide medical coverage. • A contract must be on file through the Purchasing Department for personnel performing physicals.

  29. SISD Policies- Cont. • Participation: A player in uniform will play in a regular season game. The amount of playing time is at the discretion of the coach. (Football: Teams with 50-90 must play at least 50 players). • The penalty of not playing everyone in uniform will be forfeiture of that contest. • The coach has the discretion of playing time in post season tournaments or championship games. • Please report your scores to Vivian Hernandez at 937-0504. • All concerns must go through your Campus Athletic Coordinator and Principal and then Athletic Department.

  31. 2010-2011 Rule Changes • Require all coaches to complete an annual UIL Rules Compliance program • Permit incoming 7th and 8th graders the opportunity to participate in summer strength and conditioning programs • Permits each school to designate a starting and ending date for strength and conditioning programs not to exceed a 6 weeks period.

  32. Rule Changes (con’t) • Alter part of penalty for coach ejected from a contest or a football coach who receives 2 or more unsportsmanship conduct penalties in a contest

Athletic Rule Book • Many times coaches are penalized for breaking a rule due to lack of knowledge • As a coach you are responsible for having access to UIL sports manuals and rule books at all times • These rule books must now be purchased by your athletic program or school • Information for purchase of these books will be provide online

  34. SISD INFORMATION • SISD Athletic Handbook is being updated for the 2010-2011 school year • Coaches are responsible for all information in the handbook

  35. Hazing: • Hazing is any act that causes or is likely to cause bodily danger, physical harm, or personal humiliation for the purposes of pledging, initiation into, holding office in, or maintaining membership in an organization.

  36. Hazing Components • Humiliating, degrading, emotionally and / or physical harmful activities. • Behavior expected to join or maintain full status in a group. • Hazing can occur regardless of a person’s willingness to participate

  37. Texas Education Code 37.152 Personal Hazing Offense • (a) A person commits an offense if the person: • Engages in hazing; • Solicits, encourages, directs, aids, or attempts to aid another in engaging in hazing; • Recklessly permits hazing to occur; or • Has firsthand knowledge of the planning of a specific hazing incident involving a student in an educational institution, or has first hand knowledge that a specific hazing incident has occurred, and knowing fails to report that knowledge in writing to the dean of students of other appropriate official of the institution. • (b) The offense of failing to report is a Class B misdemeanor. • (c) Any other offense under this section that does not cause serious bodily injury to another is a Class B misdemeanor. • (d) any other offense under this section that causes serious bodily injury to another is a Class A misdemeanor. • (e) Any other offense under this section that causes death of another is a state jail felony.

  38. Texas Education Code 37.153 Organization Hazing Offense • (a) An organization commits an offense if the organization condones or encourages hazing or if an officer or any combination of members, pledges, or alumni of the organization commits or assists in the commission of hazing. • (b) An offense under this section is a misdemeanor punishable by: • A fine of not less than $5,000 nor more than $10,000; or • If the court finds that the offense caused personal injury, property damage, or other loss, a fine of not less than $5000 not more than double the amount lost or expenses incurred because of the injury, damage, or loss.

  39. Texas Education Code 37.154 Consent Not a Defense • It is not a defense to prosecution of an offense under this subchapter that the person against whom the hazing was directed consented to or acquiesced in the hazing activity. Texas Education Code 37.156 Offenses in Addition to Other Penal Provisions • This subchapter does not affect or repeal any law of this state. This subchapter does not limit or affect the right of an educational institution to enforce it’s own penalties against hazing.

  40. Typical Arguments Asserted for Hazing Traditions /Rituals: • Team building and character building • Create unity, loyalty, discipline, and team spirit • Reassure senior group members that newcomers value membership
