GEF resources • National Evaluation Committee with several Ministries representatnes • to accord strategic issues and priorities of the GoM. • Public consultation arrangements to ensure transparency and plurality • integration of national portfolio of projects • Prepare project proposals • among GEF IA & EA from Mexico (national, subnational, NGOs). • Promote them for GEF funding (SCCF, FA, LDCCF, CA), with the endorsement of the finance secretary The GoM declared a mandate for the Ministry of Finance (SHCP) receives resources from international donations and loans • Ministry of Finance (SHCP) defines the Financial Agent (FA) • Is a government financial institution that supports the EA on matters of procurement / acquisitions and periodic financial reports for IA. • According to legal documents • working meetings are held between the EA, FA and IA to review legal documents for signature and approval. resources flow to GoM through the Ministry of Finance (SHCP). • Implementation of the project. • The EA covers the costs of the activities and recovered it through reimbursement after prove to the FA the spending. • External Credit Committee • Performs semi-annual meetings with the EA to review financial and technical progress and to give recommendations.

  3. Funding sources other than GEF • Grants: • Identify interests of the multilateral agencies and bilateral common to Mexico. PEACC eg, low-carbon growth • To hold working meetings between senior officials of Mexico's institutions and agencies to agree on projects • Preparing project proposals and define the Mexican institution that will receive the resources and develop the project • Loans: • Define national priorities of the Government • Document progress and achievements of the countrywith regard CC (programs, institutional arrangements, legal framework) as a lever to negotiate loans with WB and Regional Bank • resources flow to GoMthrough the Ministry of Finance (SHCP ).

  4. What has worked? Awareness and technical capacity building at the national and subnational levels to prepare and develop strategic projects. Having specific units or areas for this purpose. The existence of a federal government mandate for the Ministry of Finance receive resources from international donations and loans Having formal institutional arrangements. E.g National Evaluation Committee and planning policy mainstreaming project results. PECC eg, PEACC, growth strategy of low carbon and resilient to CC. Contar con arreglos institucionales formales. National Evaluation Committee Demonstrate mainstreaming of project’s results in planning and policy , eg PECC, PEACC, strategy of low carbon growth and resilient to CC.

  5. Challenges Through the National Evaluation Committee is attended the leadership vacuum and defining strategic issues of importance to the country. The interaction of the Secretariat involved in working groups (International Negotiation, Adaptation, PECC, REDD) of the Intersecretarial Commission on Climate Change has promoted in the government awareness of the importance of addressing the issue of climate change. Subnational Programs on Climate Change (PEACC) has contributed to local capacity building to establish priority issues for states and promote projects.

  6. Message for Tanzania and other countries participating • Demonstrate to the sectors that M & A brings co-benefit: employment generation, poverty reduction, improved livehood. • Agree priorities between different areas of government, with participation of NGOs and private sector • establish formal institutional arrangements. • Training technical areas in the secretaries to prepare project proposals. Design guidelines for support. • Strengthen financial management processes and transparency in the exercise of resources. • Strengthening partnerships and near collaboration with Implementing Agency of the Global Environment Facility: WB, UNDP, UNEP; and bilateral cooperation.
