Race to the Top Phase 3 Basics Pennsylvania will receive a total of $41,326,299 Half to Districts and Charters, or $20,663,150 The official grant period is four years, or 12/22/2011to 12/22/2015 An ARRA program, but not ARRA funds (no 1512 Reporting)! PA Proposed activities that were in the Phase 2 application that aligned to current/existing activities RTT3 – What

Race to the Top Phase 3 Activities Implement an online curriculum, emphasis on STEM Further develop the PA Standards Aligned System (SAS) portal Develop a publicly-accessible, web-based “report card” Develop and implement an online educator “dashboard” Refine and implement teacher and principal evaluation systems incorporate student performance results as a significant factor. Provide professional development in the use of the new evaluation systems, including how to utilize the information to improve teacher and principal effectiveness. Expand the prevalence of high-quality charter schools RTT3 – What (cont’d)

Race to the Top Phase 3 Participants Districts and Charters Will use RTT3 funds to participate in grant activities e.g., participate in training on teacher and principal evaluations Pennsylvania’s Intermediate Units Will use RTT3 funds to extend existing services e.g., Building Capacity, Statewide System of Support Similar to the current service delivery model for Title 3 Pennsylvania Department of Education Will use RTT3 funds to build capacity e.g., upgrade PIMS, PVASS, Report Card, Educator Dashboard, Evaluations RTT3 – Who

Race to the Top Phase 3 Implementation Districts will receive half of the funds based on the Title I formula 626 Districts and Charters Allocation is for four years LEA funds must be used to support participation in required Race to the Top activities Given the size of the awards, we anticipate the use will be very prescriptive Intermediate Units will receive contracts to provide services that build upon our existing efforts e.g., similar to the Building Capacity contracts e.g., similar to Title 3 administration PDE will work largely with existing relationships/providers e.g., IUs, software vendors RTT3 – How

Race to the Top Phase 3 Timeline March PDE rolls-out the preliminary information on RTTT No Intent to Participate is Required Sub-recipients can submit “Do Not Intend to Participate” to opt-out of further communication Final allocations determined, PDE rolls-out MOUs and Agreements Subrecipients submit signed agreements, deadline 03/23/2012. April – June Finalize Statement or Work (SOW) and sign agreements Re-allocate funds of those who choose not to participate Allocation updates posted Develop services, four-year project plan July Budget passes, work begins!!
