  2. ECP Operations and Maintenance Project Manager: Bob Howard Project Description: • Perform routine maintenance and operation of STAs and related works in keeping with the requirements of the EFA, to maintain optimal nutrient reduction performance.

STA Site Management Project Manager: Tom Kosier Project Description: • Oversee the day-to-day activities involving operation and maintenance of the individual STAs • Provide effective coordination between the field stations, researchers, control room, performance manager, vegetation management and other entities to ensure optimal STA performance • Ensure that STA operational plans are followed • Perform efficient site management of STAs, documentation of site management activities & expenditures

  11. ECP Permits and Compliance Monitoring Project Manager: Ron Bearzotti Project Description: • To fulfill the flow and water quality monitoring, analysis and compliance reporting requirements of the EFA and NPDES permits issued to the District for the Everglades Construction Project

ECP Permits and Compliance Monitoring Project Status Work completed to date: • LTP permit application for the ECP submitted to FDEP (December 2003) • Refinements to Part 2 of the LTP submitted to FDEP (November 2004) • Routine STA Compliance Monitoring, Analysis and Reporting Program (on-going) • Staff time for WQ collection and lab analysis (plus contracts) • Routine Maintenance, Repair and Parts for equipment (on-going) • Staff time for Annual Permit Compliance Reporting included in 2005 South Florida Environmental Report

Long-Term Plan Update Introduction • Part 3 of the LTP (Pre-2006 Strategies, ESP Basins) defines strategies and approaches for water quality improvement in discharges from the ESP Basins. • In general, the recommended strategy in the ESP basins is to rely upon source controls and full integration with CERP to achieve water quality standards.

NSID Basin Project Manager: Carlos Adorisio LTP Project Description: • Perform a hydraulic evaluation of storm events in the NSID basin to determine if there will be negative impacts from redirecting water currently discharged to WCA 2A to the Hillsboro Canal as well as evaluation of the potential for connecting adjacent mining pits to the NSID water management system for additional surface water storage.

  24. NNRC Basin Project Manager: Carlos Adorisio LTP Project Description: • A flood impact analysis will be performed to ensure that the basin’s current level of flood protection is maintained if the use of structure G-123 is discontinued.

C-11 W Basin Project Manager: Carlos Adorisio LTP Project Description: • Assist local communities in developing, evaluating and implementing source controls. • Perform feasibility analysis and conceptual design of water quality improvement measures for consideration in the Western C-11 Impoundment PIR. Analysis to include evaluation of potential connection between the Western C-11 Impoundment and the WCA-3A/3B Levee Seepage Management CERP projects.

  39. Long-Term Plan Update Introduction The Process Development and Engineering (PDE) component of the Long-Term Plan recommends activities designed to: • “Maintain and improve upon the contribution of source controls to overall water quality improvement goals.”

C-139 Basin Project Status MANDATORY BMPS • Completed inspections to verify implementation of Level I/II BMPs. • Initiated Level III BMP inspections • Conducted supplemental BMP “outreach type” visits to explain BMP concept and implementation • Coordinated BMP inspections with surface water permitting and compliance staff for areas of overlapping responsibility • Concurrent processing of Surface Water and Everglades Works of the District applications

C-139 Basin Project Status VOLUNTARY BMPS • C-139 and Western Basins BMP Grant Program for voluntary implementation of BMPs (partnership with HSWCD, NRCS & FDACS) • $900,000 contributed since 2002, with $600,000 in FY 2004 • Continued the C-139 and Western Basins Grant phosphorus sampling within the basin • Results presented in the 2004 BMP Grant Program Report

  45. C-139 Basin Project Status VOLUNTARY BMPS • Received $500,000 in State Appropriations for C-139 initiatives. Submitted request for additional funding for FY05-06 ($250,000) • Contributed financially to FDACs BMP demonstration projects in the basin • A three-year $900,000 maximum contract signed by the Governing Board for continuing the Grant effort from 2005 to 2007

C-139 Basin Project Status OUTREACH • BMP workshops and water quality brainstorming meetings attended by landowners, operators, and other stakeholders (legal representatives, engineering consultants and universities) • Regulatory exchange meetings with Fort Myers Office Regulatory Staff: Natural Resources, Water Use, Surface Water • Participated in Ag Development Team meetings with District staff and the regulated community

C-139 Basin Project Status REGIONAL BMP INITIATIVES • With operations: incorporated sediment removal component to new culverts at the S&M canal • C-139 Basin Regional study on phosphorus reduction opportunities in the Deer Fence and S&M Canals • Evaluated available water quality data • Prepared sampling plan for reactive, particulate and total P in water and sediments at south east corner • Sampling results anticipated for July 2005.

C-139 Basin Work planned for remainder of FY 2005: BMP Grant Program: • Conduct second selection and award process in April ($200,000) • Monitor implementation of funded projects • Continue grab sample P monitoring at historic locations (increased to weekly from April to October for TP, reactive P and particulate P) • Initiate project-specific P monitoring to determine pre- and post-project concentrations for 2005 grant projects • Monitoring Network • Initiate sub-basin monitoring of flow and concentration at three locations • Proposed: C-139 Hydrology Study (for basin segmentation into hydrologic units for monitoring/regulatory efforts)

C-139 Basin Work planned for remainder of FY 2005 (continued): • Regional Evaluations: • Results of the C-139 Regional Study on the SE Corner with Canal Management/BMP Recommendations • Proposed: C-139 Phosphorus Characterization – Baseline, Present Conditions and Projections • Proposed: BMP Demonstration Projects, specific to the C-139 basin conditions • Follow-up on November 15, 2004 Basin Rule Compliance “Brainstorming” Workshop issues: Water supply, others. • Continue emphasis on compliance and outreach efforts among the regulated community. • WY05 ends April 05, marking the third year of the mandatory program • If basin is out of compliance a third time, BMP requirements to increase to the maximum level (35 points)
