  4. Safeguarding Whorlton Hall 2019 100 visits by “officials” in the twelve months before the programme was broadcast “Staff hid the abuse from us…patients told us they felt safe” (CQC)

  5. Safeguarding Winterbourne View 2011 11 staff jailed. No action taken on management (local or corporate) Systemic failings: regulator, commissioners, police, local council… 2 local authority managers sacked Systemic changes promised.

  6. Safeguarding Winterbourne View 2014 Person by person, area by area plan Follow the money… Local co-production Wake up NHS England Engage with community based service and housing providers

Safeguarding Shocking…in many ways but the real story of safeguarding for the 930,000 people with learning disabilities (England) is: Woman live 27 years and men 23 years less than the rest of us 64% end life in a hospital bed 96% remain single throughout their lives 94% have never be paid for their work 85% of adults feel lonely 62% report feeling depressed or anxious

Safeguarding …930,000 people of whom 129,000 receive local authority support …at an annual cost of £4.61 billion …and £0.93 billion specialist NHS budget …ie an average of £43,000 each before benefits … the vast majority of the spend is on professionals’ salaries with little under direct control of the individual

  13. Safeguarding What could you do with £43,000 (take home pay) a year?

Safeguarding “It is clear that existing patterns of health care provision are insufficient, inequitable and… in contravention of legal requirements” (Emerson and Baines) “Of particular concern…misreading symptoms of illness as being due to a person having a learning disability rather than a treatable medical condition” (LeDeR Report)

  15. What people say… The average age that people like me die is 58 years old. I am 45. This makes me feel shocked and scared. I would like to live long enough to get a letter from the queen when I am 100 but according to the statistics this is very unlikely. We are very similar to you - we want to live healthy long lives.

  16. What people want… We need to confidently say we have used the Friends and Family Test when we are commissioning services, and that we would feel happy to send a close relative to this service. We need to co-produce coherent thought through strategies on inclusion, access and equality, in partnership with experienced and well informed people with learning disabilities. 

  17. What can you and I do? Invest in People’s own voice Real co-production Understand the power imbalance in relationships Understand true inclusion Create jobs Interact with skill
