  12. R&D Roadmap (TARGET AND STRATEGY) TOP 50 Univ hicOE: STRATEGY Target more on the CORs as being recognised as COE internationally. To do this, support and resources should be consolidated and focused towards productive CORs which should enhance and strengthen their position in the global research scenario. Merging of CORs should be done should it indicate that strategically it is stronger united rather and separated (eg ZEN/CTBR). CORs should focus on niche and blue-sky research rather than compete in red-ocean areas Steps should also be taken to revise performance of CORs.
