  2. Title I, Part D Program Overview • Title I, Part D is a federal fund that supports students who are who are neglected, delinquent, or at risk. New Mexico and the LEAs that receive Title I, Part D are obligated to report the students served by this program to the federal government in the Consolidated State Performance Report.   3. Title I, Part D • Program Code (field 5 of Program Fact) • T1D • This Code is used to identify Title I, Part D students that are in a program or facility supported by Title I, Part D funds NMPED STARS Training May 2014

  4. Title I Programs Template • Student level service template • To record and report the types of Title I, Part A services that Targeted Title I, Part A students receive. AND • To record and report the types of Title I, Part D services that Title I, Part D students receive. NMPED STARS Training May 2014

Title I Programs Template • To record and report the types of Title I, Part D services that Title I, Part D students receive while in the program/facility or within 30 days of leaving the program/facility. • To accomplish this we will use fields that are unique to the federal reporting needs of Title I, Part D students: • Field 16 Title I Job Preparation • Field 17 Title I GED • Field 18 Title I Environment Code • And we will also use some existing fields in ways that support this goal.   7. Title I Programs Template • Field 18 Title I Environment Code • This field will be used to determine the type of program/facility that Title I, Part D students are residing or enrolled in. NMPED STARS Training May 2014

Title I, Part D Definition of Programs and Facilities • Adult Corrections- AC: An adult correctional institution is a facility in which persons, including persons 21 or under, are confined as a result of conviction for a criminal offense. • At-Risk Programs-AR : Programs operated (through LEAs) that target students who are at risk of academic failure, have a drug or alcohol problem, are pregnant or parenting, have been in contact with the juvenile justice system in the past, are at least 1 year behind the expected age/grade level, have limited English proficiency, are gang members, have dropped out of school in the past, or have a high absenteeism rate at school. • Juvenile Corrections-JC: An institution for delinquent children and youth is a public or private residential facility other than a foster home that is operated for the care of children and youth who have been adjudicated delinquent or in need of supervision. Include any programs serving adjudicated youth (including non-secure facilities and group homes) in this category. NMPED STARS Training May 2014

Title I, Part D Definition of Programs and Facilities continued • Juvenile Detention Facilities-JD: Detention facilities are shorter-term institutions that provide care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or care to children after commitment. • Neglected Programs-NP: An institution for neglected children and youth is a public or private residential facility, other than a foster home, that is operated primarily for the care of children who have been committed to the institution or voluntarily placed under applicable State law due to abandonment, neglect, or death of their parents or guardians. • Other-O: Any other programs, not defined above, which receive Title I, Part D funds and serve non-adjudicated children and youth. Title I Programs Template • Title I Environment Codes (field 18) • AC • This Code is used to identify Title I, Part D students that are in an Adult Correction facility. • AR • This Code is used to identify Title I, Part D students that are in an At-Risk program such as; drug and/or alcohol treatment program, teen parent or teen pregnancy program, programs for drop-outs or those with a high rate of absenteeism. Title I Programs Template • Title I Environment Codes (field 18) continued • JC • This Code is used to identify Title I, Part D students that are in a Juvenile Correction facility. • JD • This Code is used to identify Title I, Part D students that are in a Juvenile Detention facility.   12. Title I Programs Template • Title I Environment Codes (field 18) continued • NP • This Code is used to identify Title I, Part D students that are in a Neglected Program. A neglected program is a residential facility, other than a foster home that cares for children who have been committed to the facility due to abandonment, neglect, or the death of their parents or guardians. Do not include students in Neglected Facilities that are served by Title I, Part A funds. NMPED STARS Training May 2014

Title I Programs Template • New Title I Environment Codes (field 18) continued • O • This Code is used to identify Title I, Part D students that are in a program characterized as Other which are: Any program not defined by the other program codes, (AC, AR,JC, JD or NP) that serve non-adjudicated children and youth and that receive Title I, Part D funds.   14. Title I Programs Template How to report Title I Services for Title I, Part D students - • Students may have more than one service type per template. For example: they received Title I Reading (field 5), Title I Vocational Career (field 21) and Title I GED (field 17). NMPED STARS Training May 2014

Title I Programs Template • New fields in the Title I Template to report services– • Field 16 Title I Job Preparation • Field 17 Title I GED – Use this to report Title I Students that are enrolled in a GED program. For those that have earned a GED follow the directions as outlined in second to the last slide. Note: While these fields can be used for Title I, Part A Targeted Students, these two fields aid in the reporting of Title I, Part D students to the Consolidated State Performance Report. Title I Programs Template • Special Title I, Part D Services • Obtained Employment • Accepted in Post Secondary Education • Enrolled in Post Secondary Education • To report the special services listed above use the following two fields: • Field 22 Title I Support Other – enter a Y for yes • Field 24 Title I Support Other Desc – enter as many as applies: • OBTAIN_EMPLOY for Title I, Part D students that have obtained employment. • Accept_PostSecEd for Title I, Part D students that have been accepted in Post Secondary Education • Enroll_PostSecEd for Title I, Part D students that are enrolled in Post Secondary Education NMPED STARS Training May 2014
