Project Goals • Revise the definition of Bulk Electric System (BES) to improve clarity, to reduce ambiguity and to establish consistency across all Regions. • Establish a ‘Bright-Line’ Definition • Ease burden of identification of BES & non-BES Elements • Definition that covers 95% of Facilities

Project Assumptions • Current application of definition is generally correct. • Definition will be applied ‘continent-wide’. • The BES is contiguous. • The revised definition will not: • Significantly expand or contract what is currently considered to be BES. • Drive Entity registration or de-registration.
