Control Technology Test Results Using Proven Automotive Control Technologies • Low Permeation Fuel Tank (Moeller Marine, <1.0 g/m2/day, roto-molded two layer) • Carbon Canister (Delphi Marine, 0.84 g/liter) • Low Permeation Fuel Hose (Arrow Hose and Tubing, <5 g/m2/day) • Fuel Injection (Honda FI, 90HP) 2/25/2009
Controlled Technology Test Results, cont. • One MY 2006 Crestliner was used for all control technology testing 2/25/2009
Controlled Technology Test Results, cont. • Emissions reductions were calculated against an uncontrolled 2006 Crestliner with E6 • Averaged over seven 24-hour California summertime diurnal profiles 2/25/2009

Draft Proposal – Key ElementsOptions for Certification • Proposed Pleasure Craft regulation has two methods of certification: • Design-Based Standard – Requires specific components • fuel injection • low permeation fuel hoses • low permeation fuel tank • passively purged carbon canister • Performance Alternative – One standard for the complete system • Based on a 72-Hour test (California Summer Profile) • ORVR required for both options • The standard will be based on E10 • 90% California Phase 3 Reformulated Gasoline with 10% by volume ethanol 2/25/2009
Draft Proposal – Key ElementsStandards • Design Based Standards • *Fuel Injection will be required for: • Greater than 200HP - MY2012 • Greater than 50HP – MY2013 • All Pleasure Craft – MY2014 2/25/2009
Draft Proposal – Key ElementsStandards • Performance Alternative Standard 2/25/2009
Draft Proposal – Key ElementsConcept for Certification • Evaporative System Builders (boat builders, manufacturers, dealers, etc.) must apply for an Executive Order of Certification • Build evaporative system with ARB EO approved components • Reference EO number in application form • Submit application to MSOD • EO is automatic upon submittal • Boat Manufacturer will submit test data for the whole system, ARB will issue an EO 2/25/2009
Concept for Certification- ExampleDealer Certification • Dealer builds evaporative system with EO certified components • References EO numbers in registration form • Submits registration form to MSOD • Boat is allowed for sale immediately upon submittal • Dealer will receive EO of Certification within 45 days of submittal 2/25/2009
Draft Proposal – Key ElementsRequirements for ORVR • Onboard Refueling Vapor Recovery (ORVR) is required for all Pleasure Craft in 2012 • Fill necks must be compatible with gasoline dispensers • Must control displaced refueling vapor from escaping into the atmosphere 2/25/2009
Presentation Outline • Objectives • Purpose of ARB Regulation • Uncontrolled Emissions and Reductions • Control Technology Test Results • Refueling Emissions • Key Elements of Draft Proposal • Request for Manufacturing Cost • Evaluation of Cost Effectiveness • Pleasure Craft Survey • Status of Inventory Testing • Comments and Contact Information 2/25/2009
Request for Manufacturing Cost • ARB is seeking cost information from manufacturers to refine cost estimates for: • Fuel Tanks • Fuel Hoses • Carbon Canisters • Fuel Injection • ORVR Compatibility 2/25/2009
Presentation Outline • Objectives • Purpose of ARB Regulation • Uncontrolled Emissions and Reductions • Control Technology Test Results • Refueling Emissions • Key Elements of Draft Proposal • Request for Manufacturing Cost • Evaluation of Cost Effectiveness • Pleasure Craft Survey • Status of Inventory Testing • Comments and Contact Information 2/25/2009
Evaluation of Cost Effectiveness ARB will: • Use cost estimates provided by the boat and component manufacturers • Assume two levels of profit in calculating increased retail cost • Use estimated fuel savings in overall cost effectiveness calculation 2/25/2009
