  2. What is the CERT Program? • Started in 1999 as a multi-government collaborative • Current members are the City of Saint Paul, Ramsey County and Hennepin County • “One-stop shop” for certification • Centralized certification process for three government small business programs

  3. CERT Capabilities • Database includes over 1900 Small, Minority and Woman-owned businesses • Able to search for certified businesses based on multiple criteria such as: • Industry 4. NAICS • MBE/WBE/SBE 5. Ethnicity • Zip code 6. Gender • The CERT database is currently the largest in the state

  4. CERT Outreach Partners • Construction Partnership Program • Association of Women Contractors • Midwest Minority Supplier Development Council • Women’s Business Development Center • National Association of Minority Contractors

How CERT Can Benefit Your Outreach • Provides access to small, minority-owned and woman-owned business enterprises • Provides access to contractors • Can assist contractors in meeting goals • Aid the Urban Research and Outreach-Engagement Center with outreach and capacity building events through assisting in marketing • May be used by contractors to document good faith efforts to attain MBE/WBE/SBE inclusion.

  7. Eligibility Criteria • Small Business Enterprise • Independent operation • For profit • Annual revenues below Minnesota Department of Administration Size Limits

  8. Eligibility Criteria • Small Business Enterprise • Must Be Located in 15 County Marketplace

  9. Eligibility Criteria • Minority-owned Business Enterprise • Small Business Enterprise • At least 51% owned by minorities • Day-to-day operational control

  11. CERT Outreach ImpactFor the City of Saint Paul • The CERT Program provides opportunities for small, minority-owned and woman-owned businesses. • In 2012, 37.34% or $47.9 million dollars awarded to CERT businesses

  14. CERT DEMONSTRATION • To access the searchable CERT database, log in at https://cert.smwbe.com • Your e-mail address will be your username

  15. Searching for Certified Vendors • From the Data Dashboard page select “Search” from the tool bar on the left. • From the drop down menu select “Certified Vendors” • On the next page set your search parameters and select “Search All Matches” at the top of the page.

  16. Exporting Search Results • At the bottom of the search results page, select “Export” • On the next page, select the desired “Vendor Fields” and “Certification Fields” you want displayed • Scroll to the bottom of the page and select “Export Records”

  17. Reporting Capabilities • The system allows users to run a number of different reports. For example: • Ethnicity & Gender Summary • Certification types • Non-certified contractors on projects • Certified Firms With Awards and Payments

  18. Accessing Various Reports • Log in at https://cert.smwbe.com • On the left hand side of the screen, click “Reporting” • From the “Reporting” drop down menu select “Full List”. There you will find a complete list of the system’s available reports
