ESPLOST Update

On December 5, 2007, the Savannah-Chatham County Public Schools provided an update on the Educational Special Purpose Local Option Sales Tax (ESPLOST) program. The year-to-date revenues reached $46,436,372.41, including interest earnings.   3. ESPLOST Capital Improvement Committee • URS/Mathis Update • Program Manual • Site Surveys • Program Schedule • Prepared Draft RFQ’s for A/E and CM @ Risk Firms to be reviewed by Staff and Attorney.

  4. ESPLOST ESPLOST Project Updates • Woodville-Tompkins • Phase II • Culinary Arts/Cosmetology Lab Design approved by State • Work Complete by August 2008 • Additional Renovations for remainder of programs being planned • Phase III • Automotive/Construction Labs

  5. ESPLOST ESPLOST Project Updates • Godley Station • Site Studies completed by Thomas & Hutton • Multiple Site Plans will be submitted to State for Initial Site Approval.

  6. ESPLOST ESPLOST Project Updates • Windsor Forest Elementary • Roof Replacement Project Design being advertised – Work to begin by March 2008 and be complete by August 2008. • Security Fencing • Security Fencing has begun at Elementary Sites and is ongoing.

  7. ESPLOST Additional Project Updates • Groves Track • Budgeted at $1 Million • Completed Cost of $852,000 • West Chatham Additions • 20 Classroom Addition budgeted at $5 Million • Completed 21 Classrooms at cost of $4.63 Million on-time for start of 2007-2008 school year.

  8. 5 Year Local Facilities Plan • Includes all Facilities in the Inventory- not just schools • Timeline • Jan 9, 2008; BOE approve proposed Organization and FTE distribution to schools • Feb 15, 2008; Complete 1st Draft • Mar 14, 2008; Ga DOE Quality Control review • Apr 2, 2008; State Validation team review • May 7, 2008; BOE approve LFP • Jun 30, 2008, State DOE approve LFP

LFP - ESPLOST • Ga DOE requires a current 5-Year LFP to authorize any projects. • Justifies State Entitlements- $9M anticipated for ESPLOST support • SCCPSS has $16.4M accumulated entitlements • LFP can be revised after State Approval for changes in the Plan • Successful execution of ESPLOST is dependent on an Approved LFP by June 30, 2008
