In the beginning… • Challenge to develop an M&E system to support planning and decision-making at the State level • Stimulated from the State Secretary of Planning and Budget (SPP) • Recognition of the need to start with initial step: improve information system • Underlying premise: How to provide policymakers with the information needed for decision making at their fingertips

  3. The Context • Federal law requiring a shift towards results-based management • Federal law requiring the establishment of state committees for statistical and geographic information (CEIEG) • Yucatán was the first to establish CEIEG • Purpose: Provide overall guidance and oversight of state information system • Strong awareness and political support of State leadership • Coincide with interest of INEGI to increase engagement at state level

The Concept • Strengthen the System of Statistical, Geographical and Evaluation Information (SIEGEY in Spanish) • Replicate the experience of the National Strategy for the Development of Statistics but… • At the state level • More closely linked to the development of an M&E system • Together with practical instruments for its implementation

Strategy to Strengthen the State Information System • INPUTS: • Diagnostic of Information Demand for M&E system • Diagnostic of Information Demands for decision-makers • Diagnostic of Supply of Statistical Information • Report of Workshop to Validate Results • Diagnostic of Information Systems needed to implement the recommendations • OUTPUT: Strategy to Strengthen the State Statistical, Geographic and Evaluation Information System

  6. Complemented by… • Geographic diagnostic by INEGI • Provision of integrated data platform (SIMBAD) by INEGI • Training in international standards for data documentation by the Accelerated Data Program (ADP) • Grant request to the TFSCB to strengthen administrative records

General Methodology for Diagnostics • Objective: Rapid assessments of capacity and demand for statistical information, as well as information for monitoring and evaluation • Audience: 35+ State agencies, as well as the National Statistical Office (INEGI) and State Center for Municipal Development • Methodology: • Desk review • Brief questionnaires with relevant agencies • Additional interviews/meetings with specific agencies
