  1. Benchmarking: PA Association of School Business Officials (PASBO) • The District received the 2006 PASBO Award of Achievement for “Workplace Accident and Illness Prevention Program: Developing, Adopting and Implementing a Safety Culture in Your District.” • The PASBO Awards of Achievement program is designed to identify extraordinary school management practices, proposals and publications which lead to the effective use of valuable educational resources. This was the second year in a row that Pittsburgh received PASBO’s Award of Achievement. • Lesson learned: safety programs benefit from a champion in your accounting, business or finance functions.

  2. Benchmarking: PA Self Insurers’ Association • The District received PSIA’s 2006 Award of Excellence. The award is given annually to a self-insured entity in the Commonwealth who demonstrates excellence in the handling of their self-insured workers’ compensation program. • Lesson learned: claims management and accident & illness prevention work best as aligned elements in a cost containment plan.

  3. Benchmarking: 2007 PASBO facilities and operations study • “The District’s Safety Committee is recognized throughout the State as the standard of excellence. The District’s Accident and Illness Prevention manual has been copied and modified for use by numerous districts statewide over the past four to five years.” • Lesson learned: your operations and maintenance staff play a special role in keeping employees and customers safe.

Benchmarking: 2007 PASBO facilities and operations study (cont.) • “The alliance between IBEW Local 5 and the District is a tremendous asset.” • Other commendations for IPM, staff communication tools, parts acquisition and maintenance leadership underscore successful elements of our safety program.

  5. Our results: incident trends • Workplace accidents are reported using a 1-800 call center. We investigate all workplace safety incidents reported, including accidents and near misses. • Workers’ compensation incidents decreased by 13.7% from 2003 to 2006. • Results from 2006 are particularly impressive, as the District closed 22 schools as part of a right-sizing effort, using in-house labor for packing and moving nearly 90,000 boxes of instructional and administrative materials, plus related furniture, as needed. • Lesson learned: track everything, not just OSHA reportable incidents and let the data inform your program strategies.
