  2. EUROEMPLOYMENT PROGRAMME • Co-financed by the European Social Fund (80%) and the Andalusian Employment Service (20%). • Objective: Promoting transnational and interregional exchange of experiences, methodologies, procedures and outputs in order to provide effective and innovative measures on employment matters. EADS CASA - EADS FRANCE - EADS GERMANY

  3. GENERAL OBJECTIVE Increase the employability of the Andalusian human resources, promoting their mobility towards the French and German aeronautical industry. Improving the Andalusian qualifications, to cover the competences required for working in France and Germany. HOW?

  4. PROFESSIONS INCLUDED IN THE PROJECT • Structure assembly • Installation assembly • Composites manufacturing • Functional tests • Electrical manufacturing • Verification/inspection

  5. WORKING METHODOLOGY • Identify French and German professions and competences. • Analyze if Andalusian qualifications cover the European competences. • 3. Improve Andalusian qualifications to solve the negative gaps. European competences (Airbus harmonization agreement) French competences GAPS + Andalusian Qualifications German competences GAPS - Improvements in Andalusian Qualifications

  6. ANDALUSIAN QUALIFICATIONS • “Aeronautical Qualifications Recognition Programme in the Aeronautical Sector". • Created in 2005. Signatories: • Regional Minister for Employment. • Major trade unions (UGT and CCOO). • Employers’ Confederation of Andalusia • EADS. • Training for Employment Programme.

  7. ANDALUSIAN QUALIFICATIONS • Structure assembly • Installation assembly • Functional Tests • Electrical Manufacturing • Composite Materials Manufacturing • Verification / Inspection • Forming and Heat Treatment • Surface Treatment and Painting • Aeronautical Design Professional qualifications

  8. ANDALUSIAN QUALIFICATIONS • IFES and FOREM  Trade unions UGT and CCOO. • FAFFE and CTI  Regional Minister for Employment - Government of Andalusia. Training centers • Unemployed with previous Formal Vocational Training. • Employees who work in the sector and want to certificate the skills acquired through experience or achieve a new specialization. Training target

  9. ANDALUSIAN QUALIFICATIONS • Theoretical and practical training at the Training Center. 6 months: 600-700 h. • Professional practices in a Workplace (EADS or subsidiary companies). 3 months: 480 h. Training programmes • DOUBLE ASSESSMENT: • - Assessment by the Training Center. • - Certification by an independent entity (BUREAU VERITAS) Training assessment Certification required to work in EADS

  10. RESULTS

  11. 1.- EQUIVALENCE OF PROFESSIONS

  12. 2.- ANALYSIS OF COMPETENCES EUROPEAN COMPETENCES ANDALUSIAN QUALIFICATIONS

  13. Structure assemblerStructure assembly specialist Improvement General Compet. Equivalents. Gaps - • SAP12 h in the module “Aeronautical productive process”. • Cabin furnishings for civil aircrafts Professional practices. • English. • Basic operations of aeronautical sealants application. • Interpretation of drawings, adjustments and allowances. • Treatment of non-conformities. • Interchangeability, replaceability, control of identifiable parts. • FOD and housekeeping. • Corrosion. • Industrial safety (protection of documentation & inform.) Gaps +

  14. Electrical manufacturerElectrician manufacturer specialist Improvement General Compet. Equivalents. Gaps - • SAP12 h in the module “Introduction to work in the aeronautical industry”. • Optical fibre (crimping and repair) 30 h in the module “Manufacturing processes of harnesses”. Gaps + • English. • Treatment of non-conformities. • FOD and housekeeping. • Industrial safety (protection of documentation & inform.)

  15. Verification-inpection operatorQuality inspection specialist General Compet. Equivalents. Gaps - • Lean ManufacturingNew module of 30 h (15 h of Lean Fundamentals and 15 h of Lean Process Control). • Human factors 8 h in the module “Quality in the productive process and aeronautical materials” Gaps + • English. • Metrology inspection techniques • NDT: Non destructive testing • Industrial safety (protection of documentation & inform.)

  16. Composites manufacturerComposite manufacturer specialist General Compet. Equivalents. • Environmental rules  10 h in the module “Manufacturing of parts & assemblies with comp.” and 10 h in the module “Composites repair”. • SAP  12 h in the module “Aeronautical productive process”. • Health & safety  10 h in the module “Manufacturing of parts & assemblies with comp.” and 10 h. in the module “Composites repair”. • Use laser assistance  12 h in the module “Knowledge & application of materials in comp. manufacturing”. • RTM  12 h in the module “Manufacturing of parts & assemblies with comp.”. • RFI  12 h in the module “Manufacturing of parts & assemblies with comp.”. • Thermoplastic  24 h in the module “Manufacturing of parts & assemblies with comp.”. • Reticulation  12 h in the module “Manufacturing of parts & assemblies with comp.”. • Filament Winding  12 h in the module “Manufacturing of parts & assemblies with comp.”. Gaps -

  17. Composites manufacturerComposite manufacturer specialist Gaps + • English. • Treatment of non-conformities. • Industrial safety (protection of documentation & inform.)

  18. Functional tests operatorSystem test assistance specialist Improvement General Compet. The European profession performs only mechanical tests and the Andalusian profession performs mechanical and electrical test. Gaps - • SAP12 h in the module “Introduction to work in the aeronautical industry”. • English. • Tests in Electrical and electronic systems • Test in other systems: pitot, air conditioning, fire prevention, etc. • Simulation software of operating systems: CATS • Treatment of non-conformities • FOD and housekeeping • Industrial safety (Protection of documentation & inform.) Gaps +

  19. Installation Assembler System installation specialist – Electrician installation specialist Improvement In Andalusia, the same profession performs both mechanical and electrical systems installations. In Europe, this is performed by two differents professional profiles. General Compet. • SAP  12 h in the module “Introduction to work in the aeronautical industry”. • Equipment/connection engines 30 h in the module “Basic operations of mechanical systems assembly” • Optical fibre (crimping and repair) 30 h in the module: “Basic operations of electrical systems assembly” • Electrical tests GAP not covered a priori. Gaps - • English. • FOD and housekeeping • Industrial safety. • Electrical systems assembly • Drawing and diagrams • Treatment of non-conformities • Interchangeability, replaceability, control of identifiable parts. • Mechanical systems assembly Gaps +

  20. CONCLUSIONS The number of positive gaps > the number of negative gaps. ANDALUSIAN “AERONAUTICAL QUALIFICATIONS RECOGNITION PROGRAMME” GAPS - IMPROVEMENTS INTERNATIONAL MOBILITY OF CERTIFIED PEOPLE

  21. DISCUSSION AND APPROVAL

  22. QUESTIONS Do you think that Andalusian mobility towards your country is possible with the improvements realized in our qualifications? Do you think there are other improvements that we should incorporate to our qualifications? Could we approved the project results?

  23. NEXT ACTIONS • Prepare and distribute the final report. • Present the results of the project in a technical conference (Second week of July).
