BackgroundThe development of key nodes utilizing public and private resources forms part of the broader strategy to achieve the development objectives of the eThekwini Municipality Terms of Reference Outer West Area • Investigation of traffic and transportation issues related to increased residential and commercial development in the Outer West Area. • Scope of investigation: • Outer West Local Operational Entity. • Local road network. • Analyse existing infrastructure with existing traffic. • Analyse existing infrastructure with approved developments • Develop and analyse improvements required to cater for approved developments. • Develop and analyse improvements required to cater for planned (not approved) developments. • Develop ultimate network to cater for vision for the area. • Rapidly developing residential node some 40km west of Durban CBD. • Development type includes greenfield and redevelopment of existing developed sites. • Employment nodes to the east include Pinetown, Durban, SIB and Northern areas. • Increased east-west tidal flows exacerbates current traffic problems on local and larger metropolitan road network Package of improvements with implementation plan to optimise development release and capital expenditure

Transportation Status QuoThe Outer West area largely functions as a residential feeder to the eastern employment nodes and hence is subject to tidal flows with the major direction of travel to and from the Durban central business area.   5. Approved Developments on Proposed ImprovementsSystem performance improves to match status quo although localised areas of congestion will remain.
