History 1993Founders of the American University of Armenia (AUA), Armen Der-Kiureghian, Mihran Agbabian, Stepan Karamardian together with support group including Richard Youatt, Ruben Nahapetian, Alexander Glockner decided to help Armenia to create an Internet governing body. AUA sent a representative to INET’93. As a result of the meetings with ISOC high ranked officials at INET’93 a plan was developed. ISOC AM

  3. History 1994 Establishment of Armenian Internet Users Group, an NGO (Local Internet Community), later renamed to ISOC AM 1995 Establishment of AMNIC, supported by the main local ISP Arminco ISOC AM

  4. History • 1996 • Negotiations with IANA, Jon Postel. Getting rights to manage AM TLD. ISOC AM – manager of AM TLD. Bringing the AM zone file to AMNIC server • Starting of AMNIC operations as AM TLD Registry • 1997 • Incorporation of AMNIC (www.amnic.net) into ISOC AM • Starting of AM Web Whois operations ISOC AM

History • 2000 • New law on NGO requiring re-registration • AMIUG was re-registered under the name of Internet Society ISOC AM (www.isoc.am) • Ministry of Justice clarification forbidding NGO’s to conduct commercial activity • Establishment of ISOC AM daughter enterprise Internet Technology Center (ITC) LLC. Bylaws of ITC: all incomes excluding expenses are to be transferred to ISOC AM ISOC AM

  6. History • 2000 (continued) • Introduction of the institute of “Accredited Registrars” • Setting rules for becoming Registrars • Signing contracts between ITC and Registrars (About 30% of registration fees are funded to ITC) • Introduction of Renewal Fee ISOC AM

History • 2003 • Introduction of Internet (offered) contract between non-resident Registrant and Registrar • WIPO model contract • UDRP for non-residents 2004 • UDRP for residents • Waiving the registration fee • Decreasing renewal fee for non-residents • Elimination of reserved domain name list • Up to now about 4,500 domains are registered ISOC AM

Relations with ICANN • No formal agreement with ICANN • Supporting the idea that ICANN should concentrate on technical problems • Supporting the idea of paying for IANA functions only • If a contract of national registry with ICANN will ever be signed it must be bilateral. Government shouldn’t be a part of contract. ccNSO • We want to follow CENTR recommendations concerning the membership in ccNSO ISOC AM

  13. wwTLD We think that wwTLD should be a lightweight organization consisted of regional organization leaders, namely AF, AP, LAC, EU, NA We think that any national registry should necessarily be a member of one of the regional organizations. Small registries can not participate in many organizations (it is not only the fees but manpower too). ISOC AM

Registration Changes • Registration fees waived • Only annual (renewal) fees left (domain name is not owned but rented) • Contract between resident Registrant and Registrar (hard copy) • Contract between non-resident Registrant and Registrar (Internet option) • Still different renewal fees for residents and non- residents (but diminished difference) • Higher fees for non-residents acting as customs duty preventing mass purchase of domains ISOC AM
