FIND A SOLUTION TO THE PROBLEM • Proposed works • to provide flood protection in Lewis Dr. Area during a 100-year storm • Immediate measures • to reduce the frequency of flooding in Lewis Dr. Area while the solution for the 100-year storm is being implemented • identify any cost effective measures that can be implemented in a short timeframe

  5. ALTERNATIVE SOLUTIONS • Construct pumping system • Construct detention pond on vacant land at the west end of Avenue Rd. • Expand existing detention ponds • Eagle St., Upper and/or Lower Ponds • Construct storm sewer from west end of Avenue Rd. to Haskett Park • Combination of the above

  7. PREFERRED SOLUTION • Construct new storm sewer from west end of Avenue Rd. to Haskett Park • Lower the channel across Haskett Park (Park Ave. to Millard Ave.) • Construct access road to the inlet of the existing 900 mm culvert & install grating

  9. POTENTIAL SHORT-TERM MEASURES • Increase the storage capacity of the Lower Pond • Restrict outlet capacity at Eagle St. Pond

MEASURES IMPLEMENTED BYTHE TOWN OF NEWMARKET • Up to date information related to flooding is available on the Town’s web site • Notices of meetings & significant rainfall forecasts are hand delivered to the residents in the Lewis Drive Area • Town has contracted with the Weather Channel to provide local weather forecasts on the Town’s web site • Regular inspection of key drainage facilities in advance of rainfall • Continuous monitoring of key drainage facilities after 2 hours of continuous rainfall until the rainfall ceases

PROPOSED ACTION PLAN - 1 • Complete a Class EA & obtain approval from LSRCA, Region of York & MOE to: • raise the outlet weir on the Lower Pond; • install a smaller orifice in the outlet of the Eagle St. Pond • enhance the channel across Haskett Park (Park Ave. to Millard Ave.) • Raise the outlet weir & install a smaller orifice • Obtain easement at west end of Avenue Rd. to construct access road & inlet grating on 900 mm culvert

  13. PROPOSED ACTION PLAN - 2 • Prepare design of new storm sewer, downstream channel enhancements & reconstruction of Avenue Rd. (west of Carol Ave.) • Obtain approval for new storm sewer & downstream channel enhancements from MOE & LSRCA • Construct new storm sewer & enhance the channel

PRELIMINARY SCHEDULE • Conduct Class EA to raise outlet weir on Lower Pond, install smaller orifice in outlet of Eagle St. Pond & lower channel across Haskett Park • Feb. to Apr. 2007 (3 months) • Prepare design, obtain approvals, tender contract & construct works to raise outlet weir & install smaller orifice • May. to Aug. 2007 (4 months) • Prepare design, obtain approvals & easement, tender contract & construct new storm sewer, reconstruct Avenue Rd. & lower channel • Mar. to Dec. 2007 (10 months) • Complete restoration of Avenue/Carol/Park in Spring 2008

  16. RECOMMENDATIONS OF WESTERN CREEK STEERING COMMITTEE - 1 • THAT the presentation by R.V. Anderson Associates Limited (RVA) and Staff regarding the flooding on September 13, 2006, be received; • AND THAT the Town’s consultant, RVA, be directed to immediately finalize the recommendations related to the Western Creek Flood Mitigation Review; • AND THAT staff be directed to prepare a report for Council’s consideration at the March 19, 2007 Committee of the Whole for a pre budget approval for the Western Creek Flood Mitigation Works identifying the source of financing and any necessary project re prioritization;

RECOMMENDATIONS OF WESTERN CREEK STEERING COMMITTEE - 2 • AND THAT the engineering work associated with the interim works (Proposed Action Plan-1), consisting of completion of the Class EA and obtaining of approvals from the Lake Simcoe Region Conservation Authority, Region of York and the MOE and the design of the outlet weir on the Lower Pond, west of Yonge Street, the orifice adjustment in the Eagle Street Pond outlet, and the access road and inlet grating improvement on the existing 900mm and culvert on the Orsi property be added to the existing RVA assignment;

  18. RECOMMENDATIONS OF WESTERN CREEK STEERING COMMITTEE - 3 • AND THAT staff be directed to commence the RFP process immediately for Consulting Engineering Services associated with the Proposed Action Plan-2, consisting of a new storm sewer from the west end of Avenue Road to Haskett Park via Avenue Road, Carol Avenue and Park Avenue; the reconstruction of the west end of Avenue Road; the Western Creek enhancements from Park Avenue to Millard Avenue; and other related work and provide recommendations to the Committee of the Whole on March 19, 2007;

  19. RECOMMENDATIONS OF WESTERN CREEK STEERING COMMITTEE - 4 • AND THAT staff immediately provide an update to the area residents advising of these actions; • AND THAT the recommendations and a copy of the RVA presentation be provided to the Lake Simcoe Region Conservation Authority and the Region of York for information.

  20. ONGOING ACTIONS BY THE TOWN • Issued 3 media releases updating residents • Hand delivered 2 notices regarding forecasted heavy rainfall • Established a “web presence” • Hand delivered two invitations to Council meetings • Intensified operation & maintenance activities • 17 weeks in which rain has fallen • 22 days of inspection & cleaning in preparation of rainfall • 17 occasions of after hours response to monitor & clean
