Monitoring Physical Progress of Water supply schemes • Present focus is on completion and functioning of schemes • Monitoring through: • Mandatory Entry of SLSSC date and Work Order Date • Scheme to be considered as ‘ongoing’ only if Work Order date is entered. • Physical progress of PWS through Milestone based entry • Physical progress to be reported, even if progress is Nil • Likely date of completion to be regularly updated

Status of ongoing schemes and progressing of the Programme • Nos. of ongoing schemes - 51,483 Nos. worth 55,718 Crores • Steps taken to strengthen the monitoring of the program • Scheme-wise expenditure monitoring • Physical progress monitoring – Milestone based for PWS • Geo-tagging of assets • Utilization of fund on the schemes in the order of higher level of physical completion (with few exceptions) • Banning of taking up of new schemes (with few exceptions) • Reasons for delay in completion of ongoing schemes • Functioning status of completed schemes

Yearly Data Update : 2017-18 • Habitation Directory – • Single Standard – Local Government Directory (MoPR) • Common for NRDWP & SBM(G) • Non functioning of the scheme • Non-functional / Abandoned schemes to be declared with reason for appropriate action • Separate consideration for temporary non-functionality due to major O&M / Repair • Option for population update may be exercised • (based on census-2011 growth rate) • Functionality status of Source / Delivery points and LPD have to be updated. System will calculate LPCD. • QA habitations are to be marked based on revised BIS norms and recent Lab- Testing Reports and its validation. • Beneficiary data regarding household connections has to be entered from SBM database

Provision for Geo-Tagging assets Geo-tagging: A simple way to uniquely identify and locate physical objects in latitude-longitude using GPS enabled electronic device including smart mobile phones The ministry intends to map all rural water supply assets (existing as well as to be commissioned) using the geo-tagged photographs to bring transparency / remove duplicity The Ministry / NIC has developed mobile application which can be used for geo-tagging of assets. Third party independent evaluation / monitoring • QCI team has visited various states to study the functional status of various completed pipe water supply schemes in all the states. • Report would be circulated shortly; States are requested to reconcile and take suitable actions. • NLM would be deployed shortly in the field and provide feedback on completed and ongoing schemes: • Functioning • Progress of execution • Public opinion about the service delivery • Functioning of ‘Grievances redressal mechanism’ • O&M practices • Community participation • Collection of user charges

Consultations with states / stakeholders / development partners • One to one consultations with each state to take a stock of overview of rural water supply and their planning for future in Oct.-Nov. 2016 • National Workshop on 10.11.2016 • Stakeholders Consultation Workshop on 03.01.2017 • National level Workshop on 22.03.2017 (World Water Day)

  17. Half of the Funds of Normal Allocation (Table-B) - will be based on competitiveness, prompt execution and sustainability. Explained in next slide 25% of NRDWP funds to be allocated as Sustainability Allocation based on the performance of the states in respect of sustainability of their schemes already completed. Both Normal Allocation & Sustainability Allocation will have components as per Table C which will further have 25% Flexibility as per the existing order of MoF.

Normal allocation 75% of the NRDWP funds (after deducting amount required for RWSSP-LIS and NWQSM-A/F) 25% of the fund under NRDWP would be kept aside as ‘Sustainability’ Release: Proposed Procedure • Allocated to states on maintaining the sustainability of the completed schemes based on third party sample checks by agencies such as NLM. • 50% of above to be released based on the allocation and considering OB. • 2nd instalment to be claimed on utilization of first instalment and completion of the listed schemes therein by November end. • Next instalment will be released based on utilization of earlier instalments and completion of the listed schemes therein on first cum first serve basis. • 25% of every sanction order being Flexi can also be utilized for O&M and Sustainability purposes.

  19. Focus for completion of schemes : • The Sanction order will have a list of ongoing schemes (worth about 2 times the combined central and state NRDWP funding except O&M and Sustainability) which can only be considered for utilization. • The list will comprise schemes in order of decreasing level of physical completion • Following schemes can be taken considered for utilization irrespective of their physical progress: • Schemes in SAGY GPs • PWS Schemes in verified ODF villages • Schemes for Arsenic / Fluoride affected habitations • Solar Schemes taken up with assistance NCEF / MNRE • Planned to be implemented in 2017-18

  20. Unspent balance as on date is very high across the country which is inviting criticism from various quarters. • Expenditure to the maximum extent is to be booked by March end to keep the unspent balance minimum as on 31.03.17 and to avoid cut on the release of first instalment of 2017-18

  21. Way forward for ‘HarGharJal’ – SDG 2030 • Projection for ‘HarGharJal’ – Rs. 6,00,000 Crore over 13 year at current price for household connections • States to dovetail FFC grants to states and Grants provided to GPS • Domestic and External borrowing • More outflow from State finance

  22. Funding through External Institutions - Mandatory Requirements • Debt sustainability certificate • Counter funding (70:30, exclusively by state funding other than NRDWP) • Source sustainability by State irrigation departments • Clearance from SLSSC • Non Duplicity certificate – Physical as well as financial • Per capita cost of the scheme and cost of production of water • Detailed Project Report with Techno-economic sanction order by EnC along-with his seal
