  6. Fuel poverty remains a serious national problem and the Coalition is absolutely committed to tacking it

Green Deal Energy Company Obligation Objective: to deliver carbon savings & support low income vulnerable consumers - £1.3b Carbon Saving Obligation £950 m • Focused on delivering large volumes of solid wall insulation for all GD customers. Includes non standard cavities; contributions to district heating also allowed as part of package with SWI. Affordable Warmth target £350m • Qualifying benefits; private tenures; any measures including boiler repairs; ASHP but no added score; contribute toward district heating 'New' third element – Carbon Saving Communities obligation £190m Insulation schemes for the lowest 15% of the Super output Areas. 15% must be rural (pop. < 10,000). Qualify as ECO AW; private only.

  8. ECO supporting low income households? • CSC + AW = £540m. Able to pay = £760 • CERT/CESP/WF 2009/10 = £1.1b • Hills said must be > 50% to be equitable • Impact Assessment assumes 20% of CSO will be delivered to low income families • Impact assessment anticipated that the cost of ECO is recovered through energy bill levy – regressive. Unless we make sure all thise eligible claim.

  9. Spending on fuel poverty An additional £728 million to equal Scotland ‘…the fuel poor…will need additional support….The sums of money are very large.’

  14. CESP progress • CESP progress to Dec 2011 (end Dec 2012) • 15% of total carbon reduction carbon met • On completion, achieve 68% of target • Enforcement could be 10% of company’s annual turnover • Lots of SWI and hard-to-treat cavities – mostly controls, boilers and lofts

RHPP opportunities • Additional £10m for social landlords • Emphasis on learning to inform RHI • Application process until 4th July with projects • complete by 31st March 2013 • This is a money-off measures scheme, off gas • areas only • Also fund metering to better understand • performance (ASHP only) • Excellent opportunity to gather billing and • satisfaction data alongside it • EST administering • Communities competition coming soon

Domestic Green Deal Advisor course being developed in accordance with the governments national occupational standards for green deal advisors and recommended learning syllabus (not yet agreed) • Delivering Energy Efficiency Projects A level 4 qualification for those advisors who already hold the 6281/01 (or previous 6176/01) qualification or who are delivering projects and come with knowledge but require a formal, higher level qualification • E-learning and E-assessments for NEA’s Energy Awareness course and C&G’s 6281/01 examinations available from next year and specifically aimed at engaging with colleges and academies

  18. Events New website launched – www.nea.org.uk Conference – September 10th, 11th, 12th Footprint awards – applications by 27th September. Nine organisations across England will receive an award of £2,000 to help deliver a new initiative or add value to an existing project. One winner of £3,000. Any other announcements?
