Problem area • MobilAlarm: project supported by the European Commission • March 2004 - August 2005 • Framework: eTEN programme(Trans-European Networks) • Contents: testing an innovative alarm service for older, chronically ill and disabled people and for all those concerned about their safety while outside

  3. Objectives of the project • Evaluate technical, organisational and economic characteristics of this service on European level • Prepare market roll-out in EU Member States

  5. The device • Specifically designed • Size: smaller than common mobile phone • Weight: only 100 gram • Easy to handle: only five buttons • Two lateral alarm buttons for being pressed at once (simple but prevents false alarm) • Battery life of up to four days

  6. Emergency call function • On pressing alarm buttons: GSM voice connection to service centre • Location data calculation through Global Positioning System (GPS) • User location shown on electronic map on operator‘s screen • People who can help alerted immediately (relatives, neighbours, doctors, mobile staff, rescue services)

Unique selling point: protocol • Transmission of user identification code and position to service centre by Attendo’s Care Phone Communication Protocol (CPC) • The protocol is unique selling point over other mobile alarm devices that transmit location data with unreliable SMS • CPC integrated into operator‘s work process: one click for locating and mapping user’s position

  9. Benefits to end customers • Benefits to the target groups of old, disabled and chronically ill people: • greater feeling of security and more freedom of movement, • faster service delivery in urgent cases => greater quality of life

Benefits to other stakeholders • Benefits for care providers: • Reduced need for personal accompany of clients when they are out => cost reduction • Extension of service to new target groups (e.g., sportsmen) • Benefits for health and care insurers: • Reduced expenditure when medical service is delivered quicker, at a time when there is no or low damage to client’s health

  11. Approach, Methodology • The MobilAlarm device and service is being tested in three phases: • internal test with service centre personnel, • small-scale pilot test with a few real users, • large-scale test with more than 100 users. • Tests in Germany, Spain, United Kingdom, also cross-border

  12. Major test findings up to now • Well-functioning emergency call working at all test locations, even in underground garage. • Excellent speaking and hearing quality even if the device is a meter away from the holder. • Correct indication of the user’s location on the electronic map in the service centre. • Further tests will allow to adjust the device and service to particular user requirements.

  13. Future perspectives • Technical challenge: locating function cannot work when device is shielded from GPS satellites (e.g., in buildings, urban “building canyons”, dense forests). • This problem will be eased by “Assisted GPS”: assistance through mobile phone network, locating even in buildings, precision 5 meters. • Next generation of the MobilAlarm device will be equipped with this technology.

  14. Conclusion and outlook • MobilAlarm device and service sought to be introduced into European market soon after completion of the project in August 2005 • Customers‘ safety first: well-functioning service more important than quick marketing
