  2. Call for Review Before the City Council is a request for a call for review of a decision made by the Hearing Officer. If the Council decides to call for the review, a hearing will be scheduled before the Board of Zoning Appeals. If the Council decides not to call the item for review, the decision of the hearing officer is effective.

  4. Project Description Demolition of existing one-story 3,000 sf retail store. Construct a new three-story, mixed-use building with four residential units above 3,300 sf of retail space. Parking for the commercial portion of the project would be provided with vertical tandem lift parking for 4 of the required 10 spaces. A Minor Conditional Use Permit (MCUP) is required to incorporate tandem parking into the retail portion of the project. Project subject to staff level Design Review.

  9. Project Aspects Project meets ECSP CG-5 development standards for density, setbacks, height, and number of required parking spaces. No variances needed. Mixed-use allowed by right. Retail uses allowed by right. Tandem parking for retail allowed by MCUP. Increases the number of off-street parking spaces at the project site over existing condition.

  10. Tandem Parking Standard Up to 75 percent of the total off-street parking spaces provided may incorporate tandem parking, but only upon the approval of a MCUP. The MCUP shall contain a condition requiring a full-time parking attendant. Per Zoning Administrator Written Interpretation, vertical tandem parking is equivalent to horizontal parking.

  11. Other Tandem Lift Projects • 25 N. Raymond Ave (2003) • Mixed-use project with 33 residential units and 16,000 sf of retail/restaurant space. • 230 S. Arroyo Pkwy (2010) • To allow 4 tandem parking spaces in the form of vertical lifts for the commercial uses located in the existing Dalton Building. • 175 E. Del Mar Blvd (2012) • Affordable Housing Concession Permit to allow tandem parking to be assigned to different tenants.
