Executive Summary The Coalition of Homeless Services Providers and the 2009 Homeless Census Planning Committee identified the following goals for the Monterey County 2009 Census and Survey: • Obtain accurate and updated data on the homeless population in Monterey County. • Increase public awareness of homeless issues and generate support for constructive solutions. • Improve the ability of policy makers and service providers to plan for and implement services that meet the needs of the homeless population. • Preserve current funding for homeless services and enhance the ability of providers to generate new funding streams Monterey County 2009 Homeless Census and Survey

Key Findings – Numbers By Region • 2,407 individuals on streets or in shelters • As defined by HUD • 1,628 unsheltered homeless individuals, representing 68% of the total homeless census count • Major clusters of homelessness • Monterey Peninsula – 44% of homeless • Salinas – 33% of homeless • North County – 10.9% of homeless • South County - 5.7% of homeless Monterey County 2009 Homeless Census and Survey

Key Findings • 71% increase in overall homelessness • Increase in homeless identified in North County and South County. • Increase in the number of homeless counted in the Monterey Peninsula region. • Increase in individuals in families counted. • Increase in homeless in cars, vans, RV’s and encampments. • Increase in county vouchers distributed Monterey County 2009 Homeless Census and Survey

Key Findings – Profile of the Homeless • Male, median age 43 • Homeless for over one year • Living in Monterey County prior to becoming homeless • Typically sleeps outdoors or in emergency shelter • Became homeless due to loss of job and/or addiction. • Unemployed • Uses emergency room as often as free clinic for medical attention Monterey County 2009 Homeless Census and Survey

Key Findings-Faces of the Homeless • Suzanne Hilton • Homeless in Monterey County for several years • Referred to MCHOME from Women Alive!, Franciscan Workers Junipero Serra • MCHOME client for 2 years • Recently moved into Permanent Housing • Now stabilized Monterey County 2009 Homeless Census and Survey

Faces of the Hidden Homeless • Homeless Families Increasing in numbers • “Under the radar” motels, hotels, substandard housing, vehicles, encampments • Fear of family separation • 978 students identified as homeless as of January 30, 2009 by MCOE. • HUD definition more restrictive than California Department of Education • HEARTH Act -Aligns the HUD definition of who is homeless more closely with the definition used by other federal agencies by including people who are living in doubled-up situations or in hotels/motels due to lack of adequate alternatives. Services – Sample of Changes Since 2007 • Salvation Army Monterey Peninsula • November 2008 - The Family Assistance Residence 16 bed facility began providing emergency shelter to homeless families for up to 90 days. • Interim, Inc. • April 2009 - Sunflower Gardens began construction of 23 - bed project for single adults with mental illness who are homeless or at risk of homelessness • Community Human Services • May 2009 - Safe Passage Transitional Housing opened providing six beds for homeless youth Monterey County 2009 Homeless Census and Survey

Services – Sample of Changes Since 2007 • New Start Recovery Home • June 2008, 6 bed transitional housing opened to serve homeless single women. • Shelter Outreach Plus • July 2009, due to receive initial funding for 8-plex project on Lexington Ct. for homeless single men.   10. Recommendations to the Board • Support application for Federal Stimulus Funding • HPRP and TANF ECF. Important to plan how all resources can work together. • Create countywide 10yr Plan • -- Support strengthening partnerships and maintaining existing funding. • Address discharge planning and reentry services • Re-convene meetings with representatives from institutions, hospitals, jail, prisons and community service providers • Identify gaps to access funding and resources for permanent supportive housing. • Address lack of mental health, medical, and dental services for target population. 72 % report no health coverage.
