  1. WMTCWorld-wide Motorcycle Emissions Test Cycle Proposal to develop a WMTCGTR UN-ECE-WP.29, Geneva, 13. November 2003

  2. WMTCWorld-wide Motorcycle Emissions Test Cycle • TRANS/WP.29/2003/103 • Technical issues of WMTC • Outlook on performance requirements UN-ECE-WP.29, Geneva, 13. November 2003

  3. WMTC –GTR proposal • TRANS/WP.29/2003/103 • Proposal to develop a GTR - 1998 agreement • Regarding worldwide harmonised motorcycleemissions test procedure • Informal group WMTC • Technical sponsor: Germany

  4. WMTC – Main items • Test cycle • Gearshift procedure • Test protocol(sampling, measurement, analysis – procedures;cooporation with ISO)

  5. WMTC – Targets • Improved test cycle -Reflects real world onroad motorcycle operation and enables testing of existing and future engine-/ aftertreatment-technologies • Harmonised test procedure - Enables worldwide operating manufacturers to delevop motorcycles economically efficient regarding emission requirements

  6. WMTC – Regulations/Standards Overview of existing regulations / standards • EU directive 97/24/EC • Japanese Reg. TRIAS • UN-ECE-R 40 • USA – FTP • ISO Standards

  7. WMTC –Informal group • Start 1999 (VROM, TNO, IMMA)(since 2000 joined by RWTÜV) • WMTC informal group Members:GovermentsNGO‘s EC Germany IMMAJapan Netherlands AECCSpain SwitzerlandUK USA

  12. WMTC –Gearshift procedure

  13. WMTC – Validation • Drivebility tests(Modifications of test cycle) • Validation (53 data sheets): • Comparison WMTC to existing cycles • Different laboratories • Different motorcycles (e.g. 2/4-stroke, catalyst) • Round robin test • 3 motorcycles – each tested atdifferent laboratories

  14. WMTC – Further steps • Next informal group meeting 11/03 • Results presented to GRPE 1/04: • Final draft Technical report (including round robin test results, final details on weighting and classification) • Amended draft GTR-text without performance requirements • Discussion paper to GRPE on options for performance requirements in a WMTC GTR

  15. WMTC – Performance requirements • Issues to be discussed concerning performance requirements in a WMTC GTR (1) Limit values (2) Additional requirements (3) Cost/Benefit Analysis (4) Enforcement Process • Type approval • Self certification

  16. WMTC– Performance requirements • (1) Limit values (CO, HC, NOx) • option 1: Worldwide most restrictive level (effect: a motorcycle can be accepted all over the world) • option 2: Table with different levels (A, B, C, …) of limit values (effect: contracting party can choose a level) • option 3: ??

  17. WMTC– Performance requirements • (2) Additional requirements • Evaporative emissions, CO2 , COP,CO idle test, Durability, Off cycle emissions, … • What should be included in the draft GTR (first step)

  18. WMTC– Performance requirements • (3) Cost benefit analysis • Qualitative or quantitative ? • Who can deliver data or information ?

  19. WMTC– Performance requirements • (4) Enforcement process Self certification / Type approval • option 1: Issue not included in WMTC GTR • option 2: Annexes in WMTC – GTR -- Annex „x“: Type approval -- Annex „y“: Self certification • option 3: ??
