13. Requirements to qualification of advisors (basic and further education, ...) Who provides the basic and further education of advisors? Which systems of supporting advisors exist (software, internet, information systems)? specialized university or technical college of higher education degree in an agricultural field of knowledge. education of student teachers and common to candidates with Bavaria. further education is permanently provided by the state. 14. How these activities promoted financially (national or EU), through whom the advisers are financed (State, different)? is provided by Free State of Saxony. Material and information are provided to also private consultants. Priority at CC has the official advice. involved: 11 National Offices for Agriculture (ÄfL, leadership), cooperation at specific questions: Saxon national Institute of Agriculture; Environmental Offices, Food and Veterinary Offices (within the District Offices). Methods: individual and group consultations, study groups, further education and information events. 15. The advice is not supported but carried out publicly in Saxony. The CC -consultations must be proved one by one. The national consultation system in Saxony in regard to the impementation of EU CR No. 1782/2003 and 1698/2005

16. Are there problems in organization and financing of consultation activities in regard to EU CR 1782/2003? GQS-SN: whole enterprise quality safekeeping system of saxony no problems; Financing is protected by national budget. Farms were informed. Saxon State Ministry for Environment and Agriculture (SMUL) provides all advice strengths to interested people with the system GQS-SN as a basis for the information and advice activity to CC relevant contents. Features: for all farms, authorities, associations, free multipliers (associations, private advisers), documentation system, applicable include the special right as well as the CC requirements, integrated a quality safeguarding system. Application voluntary. Internet portal about GQS-SN with CC check list, question answer catalogue etc. permanently is updated. ÄfL count 1782/2003 on the special right during the advice within the special responsibility, namely upon the respectively valid basic requirements after appendix IV of the CR (EU) as well as the renewed Fertilize Regulation. The ÄfL must secure that the farmers also are informed of CC relevant contents sufficiently these are not part in the special responsibility of their own. The responsible authorities must be included during consultations and information events.

17. Are fears in the application of the article 25 of the EU CR 1698/2005 on the promotion of the rural development by the European fund for rural development in a relation on the organisation and financing of the advice activities? Is the respective reorganisation prepared? No competitive promoting facts of the matter exist in the responsibility area of the SMUL at present. The future promoting strategy also does not let expect any problems. Administration internal regulations (see CC). Free offer for farmer. (Financing about national budget). Advice activity is not reorganized generally but furthermore run through the official advice system.

18. How are the suggestions realized in national programmes according to the requirements of the CC legislation? No promotional measure planned. Realization measures: GQS-SN, CC check list, question answer catalogue, internet portal of the SMUL. Everything public for everybody accessible. Private consultants also can be using. Advice management is not promoted for private suppliers but an indirect support by the subsidized appropriation of technical documents. Receive advice free of charge (indirect support) from the state jobs. The same chances for all farmers also for small enterprises and in second occupation.

19. The National Training Place Reinhardtsgrimma leads trainings to GQS-SN, CC requirements, innovations in the special right for the public employees of the line of business of the SMUL (administration internal) and 1 information event offers for free multipliers (associations, private advisers) to the thematic area CC every year. (GQS-SN is € 35, other materials free). Correctnessofthestateadviceperformance is orderedby instructions, coordination/control andtestinginthespecial supervision and work supervision.
