Facilities at dispersal centre - • Boarding of vehicles. • Training space • For checking of EVM & material by polling parties. • Facilitation centre for postal ballots. • Strong rooms for EVMs and storage of other material. • Distribution counter. • Medical Aid. • Basic amenities. • Vehicle tagging

  9. Enquiry Counter • The arrangement which to be kept at enquiry counter – • Plan of DC venue (location of different counters at DC) • Decoding list of polling party • Phone No. of Control Room

Attendance Counter • Facilities to be kept at attendance counter. • AC wise decoding list of polling party • AC wise attendance sheet • Blank Identity Card (if required) • attendance should be taken after verifying decoding list and polling party no. • Instruct the polling personnel to write polling station no. and name in their identity card. • Inform PrO/1st Polling Officer to go to concern counter for mobile registration

  11. Mobile Registration Counter • To help PrO/1st PO for registration of mobile no. • After successful completion of registration tell the PrO/1st PO to check the confirmation SMS in their mobile • Tell them to go to material distribution counter

Material Distribution Counter • The materials which should be kept and distributed from this counter – • List of polling station • Concern BU, CU and EVM register • Material Bag • Tender Ballot Paper • Mark Copy of Electoral Roll • Booklet of Forms • Different Covers • Voting Compartment • Other, If any

Checking of Poll Material • Check the materials kept in the material bag according to PrO’s check list • Check all the forms and covers before handing over • Check 2 nos. of Marked copies and 1 no. of working copy of electoral roll. • After checking all the materials put a signature in the check list and also ask PrO to put his/her signature and give him/ her a copy of the same

Checking of Poll Material • The material should be checked before hand over – • Register of voter (17A) – 1Book / 2 book (depending on no. of Voters • Tender Ballot Paper – 20 nos. • Marked copy of Electoral Roll – 1 copy • Working copy of electoral roll – 2 copy • Green paper seal – 2 nos. • Strip Seal – 2 nos. • Address Tag for BU – 2 nos. • Address Tag for CU – 4 nos. • Special Tag for CU – 3 nos. • Indelible Link – 2 Phials • Arrow Cross Mark – 1 no. • Distinguish Mark – 2 nos. • Metal Seal – 1 no.

  15. ACTION POINTS • Verify the appointment letter of Pr.O & PP. • Before delivery of EVM and Materials, ensure that the SMS registration has been done by the Pro correctly for his polling station. • Verify P.S. with reference to Party No. • Hand over EVM (C.U & B.U). • Hand over materials as per Receipt Register. • Obtain signature on Receipt Register.

  16. CAPF to reach polling stations independently so polling parties to be escorted by Sector Police Force to the polling stations.

  19. Materials to be received at RC • Polled CU & BU • The covers containing (i) Form 17C and paper seal account,(ii) PrO’s declearation, (iii) PrO’s Diary and (iv) Visit Sheet and 16-Point Observer’s Report with CU

Statutory packet contains five different sealed cover – • Sealed cover containing marked copy of Electoral Roll • Sealed cover containing register of voters • Sealed cover containing voter slip • Sealed cover containing unused tender ballot papers • Sealed cover containing used tender ballot papers and the list in form 17B Colour of statutory packet - Green

  21. Non-statutory packet contain following 11 covers • Cover containing copy / copies of Electoral Roll (other than marked copy) • Cover containing appointment letters of polling agent (Form 10) • Cover containing election duty certificate (Form 12-B) • Sealed Cover containing the list of challenge vote (Form 14) • Cover containing the list of blind and infirm voter (Form 14A) along with declaration of companions • Cover containing declaration obtained from electors as to their age and the list of such electors (Annexure-XI)

  22. Cover containing the receipt book and cash, if any in respect of challenged votes • Cover containing unused and damaged paper seals • Cover containing unused voter’s slips • Cover containing unused and damaged special tags and • Cover containing unused and damaged strip seals • Dummy Ballot Unit Colour of non-statutory packet - Yellow

  23. Third Packet contain following item – • PrO’s Hand book • Indelible Ink set (sealed with wax/sealing wax each phial stopper) • Ink pad • Metal seal of PrO • Arrow Cross Mark Rubber Stamp • Cup for setting the indelible ink Colour of third packet - Brown

  24. All other items, if any, should be packed in to the fourth packet Colour of fourth packet – Blue Other reports, if any, prescribed by ECI

  25. Sealing of Covers • Each of the five smaller covers to be included in Statutory Packet should be sealed. • All other smaller covers containing various papers and items to be included in other three packets need not be sealed Except the cover containing the list of challenged votes (Form-14), which is to be kept in Non-Statutory Packet.

  26. Sealing of Covers • Non-Statutory, Third & Fourth Packet need not to be sealed but should kept properly and securely after checking all necessary inputs. • The First Packet i.e., Statutory Packet should be sealed by Polling Parties after checking of the contents and entries at R.C

  27. Send PS05 form (voters turnout report) to compilation room immediately after receiving it • Check address tag of BU & CU and ask PrO to put signature in EVM register • After receiving and checking of Form 17C and PrOs declaration sealed and tied it in handle of CU and send the CU to strong room • Check whether PrO’s diary properly filled up or not and also check signature of PrO • Keeps all the packets and forms in the assigned (labeled) trunk properly

  28. For general case’s after receiving and checking all the materials and form PrO shall be released • Camera Man, if any, shall be released after taking release from photography counter. • Micro Observer, if any, shall be released from the specific counter after submission of his report to the counter and also after taking release from hon’ble Observer

  29. SPECIAL BOOKLET • The counter in charge will first check the special booklet and ensure that all the forms in the booklet are not in any way detached. • Will check all relevant entries in 17C, PrO Diary, Declaration of PrO, Mock poll certificate, visit sheet and 16 point report.

  30. Special booklet containing Following 8 forms to be received from polling parties – • Form 17C – 1 copy • PrO’s declaration – 1 copy • PrO’s diary – 1 copy • Visit sheet • 16 points observer reports • Voters turnout report (PS – 05) • Mock Poll certificate – 1 copy • Certificate prepared for ASD voter

  31. Verify the following points • Point No 6 of 17C = • Point 10 (iv) of PrO Diary = • Col 6 of 16 point report • All above should have same figure • After due verification this booklet is to be kept separately in a basket which will be collected and sent to compilation room

Continued • The counter in charge has to ensure that BU & CU are properly sealed, address tags are filled properly. • Paste the sealed copy of 17C and PrO declaration on cover of the CU and then send to the strong room through the assigned person along with duplicate check memo. • Then collect the statutory packet and check all 5 items and seal outer cover and put it in a separate trunk marked STATUTORY PAPERS.

  33. Continued • Then collect the other packets i.e., NON-STATUTORY COVER. (COVER CONTAINING 11 ENVELOPS) put in separate Trunk. THIRD PACKET. (COVER CONTAINING 7 MATERIALS) FOURTH PACKET & OTHER MATERIALS to be put in the separate Trunk.

  34. YOU WILL GET 2(TWO) REGISTER • CHECK MEMO • Yellow coloured. • 3(Three) perforated part. • CHECK LIST • Pink coloured. • 2(Two) perforated Part.
