  7. APPROVAL OF ASSESSMENT SHEET AND CONSTITUTING SELECTION BOARD BY C.A. ASSESSMENT SHEET TO BE ROUTED THROUGH RP CELL ADRM (SAG Officer ) or above can only approve. Constitute selection Board Minimum 3 Officers but at least one from other Department ( Personnel Officer will do) - Personnel officer a must -Reserved Community Officer must if reservation exist/ reserved Community employee appear.

  8. For Grade Rs 5500-9000 JA grade officers Committee below Senior Scale Committee. • Personnel Officer can be one grade below. • In Dept.appropriate grade officer if not available lower grade officer be nominated as 4th member • If SC/ST Officer not available can be taken • from other offices, may be one grade below. • Selection Committee Members should not • be subordinate to another member. • Committee Members should not consult others.

  9. SYLLABUS TO BE PRESCRIBED * Personnel Branch to advise the nominated members through Confidential letters separately. * Syllabus be given to paper setting officer with other relevant instructions. * Specific attention to be drawn to official language policy. * For selection to posts connected with public dealing minimum one question on amenity. * For neatness if marks prescribed should specify. * 50% question to highest selection post be earmarked to objective type question, not hard and fast. Can be one word answer question.

  10. * Model answer should be prepared while preparing question paper and send in double sealed cover for opening at the time of evaluation only.( If another evaluation officer is nominated) and sent to Coordinating P.Branch Officer. * Indicate time schedule in Competent Authority’s order

  11. NOTIFICATION • A. Normal Selection posts:- • In order of seniority & keeping the reserved posts in mind 3 times the No. of employees be called to appear from next lower grade. • Two times the No. of next senior employees as stand by list. • Standbys only in case of refusal within 15 days. • 2 years/prescribed longer length of service to be seen before actual promotion. • Ad-hoc service will also be counted for deciding 2/ longer length of service.

  12. 2 years condition can be relaxed by GM in exigency • of service except in Running categories. • Eligible employees under Suspension/Facing Major • DAR can be subjected to Selection. But results will • be kept in sealed cover till finalization of DAR Case • No objection in case of employee facing minor DAR. • B. FOR “GENERAL” AND “ EXCADRE” POSTS. • Notify inviting application from all eligible category • employee. • If found eligible subject all of them for written exam/ viva-voce. • Merit and Seniority.

C FOR LDCE/INTERMEDIATE APPRENTICE QUOTA SELECTION. • Notify inviting application from all eligible category • employees. • If found eligible subject all of them to written/ • Viva-voce. • Only merit is criteria. • REPRESENTATION AGAINST SELECTION: • Examine representation. • Recognized Unions representations should be finalized before conducting test, till such time selection should be kept pending. • Minimum one week notice.

  14. COURT CASES: • File proper timely replies. • In case of stay order no selection be conducted. • Approach Court to all to keep specified No. • of posts vacant. • PRE SELECTION TRAINING TO SC/ST • EMPLOYEES • In order to avoid delay the SC/ST employees • may be given Pre Selection Training who may come within the zone of consideration . • All syllabus to be covered.

  15. WRITTEN EXAM: • Post to which written exam will be conducted • decided by Competent Authority. No change • by lower authority. • Question paper in Bilingual. • Options for answering in either English or • Hindi. • Where knowledge of English is prescribed can • deviate to that extent. • Date/Time/Duration/time of exam. • Against each question marks to be indicated. • Question paper to be handled under the direct • supervision of Paper Setting Officer.

  16. Hindi translation to be done on the same day, if • feasible to keep confidentially. • Just 30 minutes before the start of exam in sealed • cover required No. of question papers handedover to • Center-in-charge. • Answer books should be initiated by Cadre • Controlling P.O. in advance. • After exam to be initiated by Invigilator. • On top sheets only names and other particulars of the • employees. • Supplementary can be allowed for reasons beyond • control of employee • (Sick, non-relieving and non-intimation, etc) • Second supplementary with the approval of CPO • Running- shifts.

  17. AFTER WRITTEN EXAM • Cadre controlling P.O. removes Top Sheet • and attached fly leaf with dummy Nos. • Sends to evaluating officer with double • sealed “model answer” cover. • To return with least delay. • Delay by 2 months to be reported to DRM • Delay by 3 months to be reported to GM. • Only prescribed No. of question to be evaluated • in order of attempt. • Marks to be tabulated in individual cases on • separate sheets. • No erasures/corrections in marks once awarded.

  18. Grace marks in exceptional cases before decoding • dummy No. by consent of all members with consent • of approving authority. • To check Omissions/Commissions tabulation of • marks will help. • Prepare statement. • No pressures for changing marks to be entertained. • Decoding by Cadre Controlling P.O. • ELIGIBILITY FOR CALLING FOR VIVA-VOCE • Pass with 60% marks in written. • Seniors with less marks can be called by adding • seniority marks, but inform.

  19. AWARDING OF MARKS • One common assessment sheet. • No overwriting/cuttings/erasing. • Professional ability 50 marks. • Written test marks will be converted into • Max.marks Marks for passing • 1. Professional ability written - 35 21 • viva-voce- 15 • 2. A. Personality, address, • leadership & Ed.quali. 20 50 • B. Record of Service 15 • C. Seniority 15 30 60

  20. Note For General/Ex.Cadre posts 2.a. Personality address, leadership and Educational qualification 30 b. Record of service - 20 Total = 50 - Marks in personality, leadership ,address and educational qualification - CR to be seen. - Service Records- CR and S/Sheet. OS/5, VG/4, G/3, AV/2- per year. Can increase/ decrease after seeing S/Sheet Entries. - Seniority calculated by P.Br. On formula X/A x 15- X= Length of service of employee A=Length of service of Senior most employee.

  21. Some Rly. give 5 marks to junior most some zero. This may also continue. ELIGIBILITY FOR EMPANELMENT.:- 1. Those getting 60 marks empanelled according to seniority those who secure 80% or more marks gets outstanding-supercedes 50% in the field of eligibility. But in general category selection O/S candidates can supercede 100%. SC/ST employees excluded from seniority marks reserved posts /marks out of 85.

  22. PANEL - Approval done by Competent Authority . Validity 2 years or till panel exhausted whatever earlier. - In case of procedural irregularity- next higher authority’s order needed to revise/cancel panel.
