Current Situation • 1986 Start with Noise Control Regulation • 2005 Regulation on Assessment and Management of Environmental Noise adapted to the EU Directive 2002/49/EC ( END ) • MoEF offers a Certification Program on levels A,B and C • Since then: • 500 people have attended the basic Certification A • 15 people Certification B • Certification C is still in the status of planning.
Current Situation in Acoustic Education The acoustic education in Universities • is mainly embedded in Architecture and Mechanical Engineering • does not cover the broad field of acoustics • does not take into account the whole area of noise effects. • Courses of studies of environmental science do hardly include any acoustic subjects.
Staff needed educated in Acoustics • For noise monitoring and handling of complaints on a short- and medium term time scale about 700 experts and on a long term time scale about 2000 experts • For noise mapping about 200 experts • For action planning about 350 experts • In the future there will be an estimated need of about 10 000 experts in the industry. Due to an estimation of MoEF the following experts in the field of environmental noise will be needed: Great efforts and new ways will be necessary to educate and train as many acoustic experts as needed.
Recommendations BUT: Universities, Ministries involved and private acoustical experts have to cooperate in the development and in the realization of the education and training program. Universities will be overloaded in conducting the many needed certification courses. These important tasks can be realized within ENTEMEnvironmental Noise Training and Education Management

Acoustic Training • General legislation and management in civil service • Specific legislation • Fundamentals and planning ( e.g. land use planning, noise management and protection planning, typical noise sources in plants or facilities, sound propagation, measurements ) • Implementation ( e.g. assessing and controlling noise from facilities, handling complaints from citizens, governmental supervision, coaching measures for noise remediation )
Further perspectives of ENTEM A structure like ENTEM could • be a forum for exchange of knowledge • be a place for collaboration of experts from theory and practice • guarantee actuality regarding new regulations and new measurement procedures • be an address for complaints and consultation • develop to an organisation for licensing, accreditation and acoustic measurements in the frame of other European Directives
Concluding Remarks We Short Term Experts recommend • to realize the proposed ENTEM concept it is high time to start ENTEM now
