Information on the Presidential Program • Has been in operation since 1998 and extended till 2012; • Consists of 4 stages: • Competitive selection • Training • Internship • Post-program work • More than 50 000 managers in the RF regions received training; • Graduates work in all branches of economy of the RF; • 30 percent of graduates underwent internship in the European, US and Japanese companies;

Strategic Goal of the Presidential Program To create a federal reserve (a “critical mass”) of highly skilled and competent managers and executives, thus forming management potentialwhich will ensure development of all branches of the national economy. Presidential Program Objectives: • Annual retraining of 5 000 managers and executives in Russia and abroad; • Creation of the federal management personnel reserve; • Creation of the common database of all program participants; • Provision of the most effective post-program cooperation of the participants.

Brief Information about APPG • Established in 1999 • Regional representative network in all cities of the Region • Federal network – more than 34 regional Associations of President Program Graduates • 1450 associate members APPG mission - consolidation of professional and personal resources of the Presidential Program, efficient use of gatheredmanagement potential for the purpose of the Rostov Region development. Main goals and tasks – creation of professional project site and development of international partnership business connections. Main areas of activity • Project management • Recruiting & Executive search • International relations • Government Relations • Trainings & seminars in management skills

The following projects of APPG have been developed and are being implemented: • ICS, Information and Consulting Service Concept of the Region, on request of the Ministry of Economy of the Rostov Region, 2002; • Rostov Region textile industry development and support program, on request of the Association of Textile and Light Industry of the Rostov Region, 2004; • Footwear industry development program, on request of the Association of Textile and Light Industry of the Rostov Region, 2006; • “Rostov Region small business market research” project, on request of the All-Russian political party “United Russia”, 2004; • M.A.S.T. international project, 2003; • Strategic plan of development of the Neklinovsky District of the Rostov Region, 2006; • “Management workshop” education project, 2006-2007; • “Open methodological seminar – The leading edge of the world business and our stereotypes”, educating project, 2005-2006. • “Personnel policy for new Russia” project, 2003; • “Young politician school”, educating program, 2003-2004; • Strategic plan of development of the Kamensky District of the Rostov Region, 2007.

What has been done within the framework of the Presidential Program • Federal personnel reserve of 50 000 people was actually created: Search for talents, Competitive Selection, Training, Internship • All graduates successfully use their knowledge and experience at their particular enterprises. • The graduates of the Program are both “alternates who are ready to take a position immediately” and a “resource”. What is being done by the Associations of the Program Graduates we work in the sphere of “PERSONNEL RESERVE USE”: • Monitoring of graduates career and program efficiency. • Database. • Project site. • The goal of the most efficient use of all Presidential Program resources includes personnel, technologies, international and interregional relations. • Business and social networks.

Project Center of APPG • The action program of APPG project center is aimed at reaching social and economic results and foresees implementation of projects of both social and commercial importance. • In conditions of personnel surplus (crisis) there is a possibility of involving the best professionals into the current problem solving.

What is the Personnel Reserve of the Association? • Executives and managers with work experience in foreign companies, speaking foreign languages and using state-of-the-artmanagement technologies. • Young professionals with leadership skills who can take executive positions in the long term. • Association personnel covers all economic branches and all management specialties.

  12. Organization of Work of the Project Center 1 stage. The goals and tasks for APPG are formulatedpursuant to the cooperation agreements with governmental and municipal authorities, branch departments and partner companies. 2 stage. The Expert Council of APPG formulates proposals of social importanceon the basis of information obtained from different sources including the Administration of the Rostov Region. 3 stage. Proposals drawn up as projects are agreed upon with the involved organization – partner. 4 stage. Projects of social importance are initiated: management team is formed, business plan is developed. The customer finances only the “start up”. Then the team has the task to attract additional finance. 5 stage. Personnel, information, expert and consulting support of APPG projects. 6 stage. The obtained result is agreed upon with the customer. Then it is approved.

Participants of APPG gain additional experience, new skills, prove their readiness forappointments. • The cost value of projects is decreased. • The tasks of the Region development are solved. • Temporary workplaces are created. • The real economy managers’ competence and understanding of state problems raises.

  14. APPG MAIN PROJECTS 1. Executive Search Center – ESC of APPG www.ckt-avpp.ru Work with Management Personnel Reserve of the Region. Initiated under the cooperation agreement with the Administration of the Rostov Region of 2001.It is the result of the cooperation agreement with the Administration of the Rostov Region of 2001. 2. “Territory Development” Project The project was created on request of the Ministry of Economy of the Rostov Region and uses all resources and possibilities of the Presidential Program in full. The essence of the project is development and support of strategic plans of municipal entities development. It is the result of cooperation agreement with the Ministry of Agriculture of 2004. 3. International Contacts Exchange The project goal is to attract investments (including foreign) to the Region.It is the result of the cooperation agreement with the Ministry of Economy of 2008.
