Vnni@ Vietnam Internet Network Information Center VNNIC’s profile • VNNIC is founded as a Vietnamese Government regulate body, non-profit & affiliated to the Department General of Post & Telecommunications (DGPT), now Ministry of Posts & Telecommunications (MPT) • VNNIC’s responsibilities, expressly stipulated in the Government Statement: • plans, manages and allocates IP addresses and ASN at national level • controls .vn and its SLDs, distributes third level domain name • registers Internet resources at regional registries for domestic exploration and use • reallocates and assigns such resources to domestic netizens and releases statistics • works as a representative for the Vietnamese Internet community to ensure uniqueness, registration, conservation, aggregation and fairness.

Vnni@ APNIC VNNIC ISP in Vietnam Allocation and Negotiation Vietnam Internet Network Information Center Rationale for Requests • Internet registry hierachy • Draft documentation on NIR criteria by APNIC Internet community. • Requirement by the Government for VNNIC to be an NIR. • Encouragement by the Internet community in Vietnam • The current Internet resources management by VNNIC: • VNNIC is working as a consultant to register APNIC membership on ISPs’ behalf • VNNIC is authorised by ISPs to register IP address, pay related charges and membership fee, update database, submit Second Opinion request. • VNNIC provides policy guidance to ISPs to ensure their conformity to the regional anh international Internet regulations.

Vnni@ Vietnam Internet Network Information Center VNNIC’s Achievements • operates under VNPT’s membership to: • update the Whois database in conformity with APNIC’s regulations • submit Second Opinion Request • replan and renumber IP address to customize aggregation and effective management. • manage & assign in accordance with international and regional policy to ensure conservation, aggregation & fairness. • take part in a number of international &regional Internet-related activities and fora. • maintain reverse domain name • build up policies, technical systems for the Vietnamese Internet community in conformity with APNIC’s policies, towards NIR criteria.

Vnni@ Vietnam Internet Network Information Center Challenges of the current management (1) • The Government requests VNNIC to be foreign and domestically-recognised NIR to ensure uniform management • VNNIC receives requests by ISPs on resources allocation • As a consultant to ISPs, VNNIC could not bring into full play his responsibilities for the best benefits of the Vietnamese community in terms of policy enforcement, technical support. • Database has not been in NIR-based criteria, possibly slowing down VNNIC’s processing in number of cases.

Vnni@ Vietnam Internet Network Information Center Challenges of the current management (2) • ISPs in Vietnam often use small blocks of address, making current operation scheme costly in terms of registration and maintenance fee. • ISPs’ inexperience with APNIC’s policies, together with language and technique inproficiency cause a lot of difficulties. • Communication between NIR and ISPs is more cost-effective than that between RIR and ISPs.

Vnni@ Vietnam Internet Network Information Center Preparation by VNNIC to NIR • Finance: • initially funded by the Government with the coordination of the Ministry of Finance and State Treasury • IP management is supported by budget collected from ccTLD’s domain name fees • Infrastructure: • Currently maintain the nation-wide national DNS system, with wide spread, high availability and high capacity equipments. • LAN for IP management system has been set up and operate effectively. • Resource database has been built and tuned towards the compliance with NIR’s standards • ISPs and Internet community in Vietnam highly appreciate VNNIC’s activities and wish VNNIC to be an NIR.

Vnni@ Vietnam Internet Network Information Center VNNIC’s Proposal: • Regional Internet community, NIRs and APNIC to reactivate the NIR mechanism based on the draft documentations by the Internet community. • APNIC to approve VNNIC’s inquiry to become an NIR in Vietnam to follow the Internet registry hierachy, ensure the effectiveness of VNNIC’s resources management • NIR Re-activation would not only meet the requirement of VNNIC but also other counterparts in the region.
