Background • The NHBRC, in alignment to the government’s Outcome 8 of delivering sustainable human settlements and quality homes, ensures compliance to national norms, standards and quality within the home building sector. • The NHBRC’s Social Transformation and Empowerment Programme (STEP) becomes critical in ensuring the improvement of participation levels of previously disadvantaged groups in the human settlements sector.

Strategic areas of STEP • STEP Beneficiaries for NHBRC are: • Youth, • Women, • People with Disabilities and • Military Veterans. • The beneficiaries of STEP will be supported through relevant initiatives such as: • Entrepreneurial development, • Preferential procurement, • Sector critical skills development, and • Human Capital development (Internal & External).

  5. Strategic Positioning • The NHBRC has introduced measures to improve programme and project management through training and the transfer of skills through its various programmes such as the: • Women Empowerment Programme, • Youth Brigades Programme and • Builder Training

Strategic Positioning cont’d The internal focus of the NHBRC STEP: • Integrated and targeted recruitment approach on the Human Capital part of the business, towards ensuring that the previously disadvantaged groups are given preference in specific and relevant advertised positions. • The procurement opportunities are not limited to home building related services, but will include other services required by the NHBRC, in the normal conduct of business.

STEP Targets The envisaged targets to ensure sustainable business opportunities to the beneficiaries representing the Rand value per annum are: • Women Empowerment – 30% of opportunities to be provided to Women-owned businesses/entities. • Youth Empowerment – 10% of opportunities to be provided to Youth-owned businesses/entities. • Military Veterans Empowerment – 10% of opportunities to be provided to Military Veterans owned businesses/entities. • People with Disabilities Empowerment – 5% of opportunities to be provided to businesses/entities owned by People with Disabilities.

  8. Stakeholders • Some of the identified stakeholders include, but are not limited to: National and Provincial Departments of Human Settlements; CIDB, Dept of Public Works, Dept of Women; Dept of Millitary Veterans; Dept of Social Development; • Collaboration is envisaged with institutions such as NURCHA; Banking Association of SA; Construction SETA, to name a few.
