  2. Content of presentation: 1. Presentation of Conference of European Statisticians (CES) Recommendations for the 2010 Censuses of Population and Housing2. Main gender-related changes in CES Census Recommendations for 2010 censuses3. Overview of 2010 census round in UNECE region

Purpose of the CES census recommendations: • To improve comparability of data through selection of a core set of census topics and harmonization of definitions and classifications • To provide guidance and assistance to CES countries in the planning and conducting of their population and housing census

  4. Basic facts about the CES Recommendations for the 2010 censuses: • Regional version prepared since 1960 round • Reflect reality and specific needs of CES countries • Prepared in 2004-2006 • Joint effort of over 100 national census experts from 30 countries and 9 Intl. Org. • Adopted by CES in 2006 • Joint UNECE-Eurostat programme: Reference standard for EU census programme

Main features of the new CES census Recommendations for 2010 censuses: Much more comprehensive than previous editions Two new chapters on census methodology and technology New thematic chapters presenting census topics on: Population to be enumerated International and internal migration Ethno-cultural characteristics New chapters on new census areas: Disability Agriculture

Main substantive changes (1/2): • Place of usual residence: • Definition based on 12 month rule • Concept of “intention to stay” introduced in the definition • Total population to be enumerated: • Include ALL persons who meet the criteria to be considered as usual resident, regardless of legal status  Include undocumented migrants, asylum seekers, etc. • International and internal migration: • New general framework • Definition of relevant population groups • New topics to satisfy growing demand for data

  7. Main substantive changes (2/2): • Families and households: • New definition of “homeless” • Extension of the concept of “family” to include skip generation households • Inclusion of same-sex couples (optional) • Housing topics: • New general framework • New topic on housing arrangements

Gender-related changes in the 2010 CES census recommendations Evolution over the last decades of family and household arrangements: • Consensual unions much more common • Registered partnerships (different forms) • Same-sex marriages (in some countries) • Increasing frequence of divorces • Increasing number of reconstituted families  More complex household structures

  9. Gender-related changes in the2010 CES census recommandations Census topic: Legal marital status New optional categories for: • Registered/legal partnership • Same-sex legal marriage When there are legal provisions As separate categories or under « married »

Gender-related changes in the2010 CES census recommandations Census topic: De facto marital status (non-core) Refers to ACTUAL living arrangements within the household regardless of legal/official position New recommended classification: 1. Person living in a consensual union 2. Person not living in a consensual union  Partners in consensual union (definition): - Have usual residence in the same household - Are not married to each other - Have a marriage-like relationship to each other - Same-sex partnerships are included

Gender-related changes in the2010 CES census recommandations NEW topic:Same-sex partnerships (non-core) Purpose: To collect information on marital and non-marital partners Suggested classification: (1.0) Husband or wife (2.0) Same-sex registered (marital) partner (3.0) Opposite-sex cohabiting partner (4.0) Same-sex cohabiting partner

Census methods used in 2010 round: Main conclusions General trend to move away from traditional census, particularly in European Union More than half of EU countries used registers for 2011 census Diversification of methodology: combined census approach increasingly popular In South-East, Eastern Europe, Caucasus and Central Asia, traditional census still the favourite method
