  1. 2011 ANNUAL MEETING OF THE INFRASTRUCTURE CONSORTIUM FOR AFRICA Proposal for funding ofthe AFRICA INFRASTRUCTURE KNOWLEDGE PROGRAM (AIKP) C. L. Lufumpa, Director, Statistics Department, AfDB 17 MAY 2011

  2. From AICD to AIKP • AICD • one off study • Phase I – (24 countries) and Phase II (27 countries) and16 countries covered • Provided a wealth of knowledge on infrastructure in Africa • Lead role in Africa infrastructure study transferred from the World Bank to the AfDB (ICA Steering Committee decision in July 2008) • AIKP is a successor program to the AICD • enhance the original AICD database into a long-term sustainable data system of infrastructure indicators, • define and develop analytic knowledge products on infrastructure in Africa. • build adequate in-country capacity sub-region to collect, process, manage and disseminate infrastructure statistics. • mainstream infrastructure into the national statistical system to ensure sustainability of the AIKP.

  3. Progress on Phase IIData Collection Activities • The AfDB and World Bank shared responsibility for the second phase data collection in 2010, • The World Bank assumed responsibility for 16 countries • The AfDB took responsibility of 11 countries (6 SSA and 5 North Africa countries). • Data collection has successfully been completed in 16 SSA countries, leaving 11 countries (six SSA and five North Africa countries) to undertake data collection in 2011 • Data validation and processing will be completed for the 16 countries by end 2011

  4. Estimated Budget 2010-2016(‘000 US$) *Includes the contribution $ 372,000 from the World Bank

  5. Coverage and Resource Requirements • All 52 countries will be covered over a period of 2 years. Countries undertake data collection every 2 years but cover data for all years • 1st Cycle • 30 countries to undertake data collection in 2011 • Data collection: Aug-Dec 2011 • Data cleaning, processing & dissemination Jan-June 2012 • Remaining 23 countries to do so in 2012 • Data collection: Feb-June 2012 • Data cleaning, processing & dissemination Jul-Dec 2012 • Total estimated budget for the period (2010-2016): US$ 15,6 • AfDBwill mobilize about 57.6% of the resources • Almost 50% of the budget will be used for building capacity in countries regional/sector institutions • Funding gap of US$ 6,6 mn for external funding over the 7-year period • Gradual decline of the funding gap over the three cycles.

  6. Conclusions • AICD has demonstrated the strong linkages between infrastructure and economic growth and poverty reduction • For Africa to improve its growth performance and meet the MDG target on poverty reduction necessitates about US$93 bn of investment in infrastructure annually. • These investments need to be efficient and it is necessary to put in place M&E systems to track progress and benchmark country performance and the AIKP provides an appropriate framework • The AIKP will provide a sustainable database and knowledge base on infrastructure to meet the needs of various stakeholders – national, sub-regional, regional as well as international commitments. • AIKP will provide technical assistance to support African countries to build their Infrastructure Statistics Systems
