  2. What is Industry Led Partnership? Industry Led : • Standards Development • Training / Awareness / Knowledge Sharing • Performance Monitoring • Capability / Maturity Improvement • Integration Government • Adoption of Standards • Technical Leadership in Core Areas • Participation and Feedback Globally Integrated Air and Space Quality

  3. Why Partner Within Aerospace? Globally Integrated Air and Space Quality

  4. Commercial Shuttle 2nd Gen RLVs While There Are Unique Architectures (Space Example) Launch Vehicle Systems On-Orbit Transfer Human Payloads Ground Facilities Exploration Upper Stages Shuttle Launch Site ELV’s Space Station Mission Control Space/Earth Science DOD

  5. Electronics They Have Common Critical Components, Processes, and Suppliers Power Structure and Mechanisms Materials and Processes Sensors And Avionics Software Other

  6. They Have Common Issues Supplier Performance Human Error Workmanship Obsolescence Knowledge Loss Adopting COTS Process Control Aging/Wear

  7. Roadmap For Industry Led Partnership Near Mid Long • Intermediate Actions • Industry standards that meet government needs • Industry self monitoring • Industry led issue resolution • Government focus on core responsibility and oversight • Long Term Actions • Industry based operations • Government focus on stimulating new and innovative R&D • Built-in surveillance • Immediate Actions • Adopt standards but augment • Joint coordination on issues • Increase accountability • Increase communication • Surveillance based on Risk

  8. Areas Of Focus Improve Supplier Assessment Improve Acquisition Improve Surveillance + + • Surveillance Policy • Surveillance Training • Surveillance Implementation • Information Sharing (SAS) • Capability Models • Standards/Clauses • DCMA Coordination • Risk Based Acquisition Management • Tailored Quality Requirements Address High Risk Workmanship Processes Improve Knowledge Sharing Address High Risk Parts + + • EEE Parts Risk Mgmt. • Vendor Status • Problem Advisory • Process Based Mission Assurance • Quality Intranet • Pictorial Reference • Application Notes Industry Partnership (Quality Leadership Forum, Industry Associations) Outreach to Supply Base (Awareness, Tools, Best Practices, Forums, Conferences)

  9. What’s the Bottom Line? • There’s a lot at stake: • Human life. • One of a kind hardware. • Scientific knowledge. • Economic viability. • NASA must focus on its core competencies – R&D. • Industry led partnership is needed to address these challenges.

  10. The Future State of Quality The future state of quality will have these elements. • Quality requirements and expectations that are proportional to the risk of the activity and its expected outcome. • A supplier oversight strategy that is integral to comprehensive program management (cost, schedule, and technical). • Emphasis on high risk areas such as EEE parts, printed wiring board production, and other similar space technology/ environment concerns. With clear requirements, focused oversight, and proper emphasis on risk, we increase the chances for mission success, and everybody wins.
