Government Furnished Material • Director for Defense and Acquisition Policy has an initiative • to improve the control and visibility of Government furnished • property in the physical custody of contractors • Policy Contained In: DOD 4140.1-R, Chapter 5, paragraph • C5.11.,“CONTROL OF ACCESS TO DOD MATERIEL • INVENTORIES REQUIRED BY DEFENSE CONTRACTS.” • Sets up Component Management Control Activities (MCAs) • MCAs are responsible for: • Controlling contractor access to GFM • Maintaining history records of requisitions and shipments • Preparing and submitting quarterly reports DD Form 2543 “ • Government Furnished Material (GFM) Status Reportto the • cognizant DoD contract administration office

Government Furnished Materiel • The DOD procedural guidance implementing the DOD policy is in: • DOD 4000.25-1-M, Chapter 11, “CONTRACTOR ACCESS TO GOVERNMENT • SUPPLY SOURCES” and in • DOD 4000.25-M, Volume II, Chapter 4, paragraph C4.2.2. and Chapter 5, • paragraph C5.2.6.1. • Both manuals say the MCA will maintain requisition history files to serve as an • auditable record of GFM transactions. In addition, the MCA will generate reports as • required by DoD 4140.1-R (DoD Supply Chain Materiel Management Regulation). • Component Briefings • Identification of: • MCA locations and points of contract • Component implementing procedures • Component AISs implementing the MCA processes and Controls • Current Process charts and planned changes if applicable • Reporting and Record Keeping & planned changes if applicable • DD Form 2543 • Transaction histories that are maintained
