DLA GFP Interim Solution • DoD proposed interim WAWF/DSS solution for GFP • Use data mapping to report property transfers • Use the WAWF/DSS functional interface - WAWF ASN (EDI 856) format and depot receipt (EDI 527R) transaction • Mapping transactional data will provide means to document custody transfer, e.g., GFP movement from repair facility to DLA distribution depot • GFP Interim Solution Working Group: • DPAP, DLMSO, DLA, CACI, GEX (Northrop Grumman) DLATS • Successfully initiated test transactions and data mapping to prove the concept • Interface coordination underway • Proposed DLMS Change, PDC1042, GFP Reparables Interim solution advances the DoD policy compliance and the Financial Improvement Audit Readiness (FIAR) requirement to improve DoD property accountability

Why Develop Interim Solution? • DoD has been criticized for not knowing what it owns, what it’s worth and where the property is located • Interim solution provides intransit visibility, supports material accountability – Who has custody of GFP • Documents vendor shipment and receipt of reparable when shipped to a DSS depot • Using WAWF/DSS interface and DLMS transactions allows: • Vendor to utilize RFID and IUID functionality via WAWF • Systemic updates to the DoD IUID/GFP registry Interim solution moves DLA closer to becoming compliant with DFARS GFP clauses 252.211-7007 and DFARS 245.103-70

GFP Business Process • Proposed GFP solution requires: • WAWF Advance Shipment Notice (ASN DLMS 856) • Receipt (DLMS 527R) transactions • GEX correlation database • Test transactions processed successfully • WAWF sent DSS a DLMS 856 using ‘TS’ in the beginning segment • DSS generated the 527R receipt to ICP via DLATS • DLATS sent WAWF a copy of the DSS 527R receipt when document identifier code of ‘D4M’ was present in LQ segment • GEX to create a correlation database to filter WAWF ‘TS’ ASN’s and format DSS 527R receipt ‘D4M’ data to update the WAWF record and the DoD IUID and GFP Registries • Moving forward to implement interim solution prototype Once implemented, an evaluation of the interim solution prototype will occur to determine if solution can be expanded across all Military Services

Next Steps • Interface coordination underway • DSS systems change • GEX building correlation database • DLATS data request submitted • DLMS PDC 1042, ‘GFP Reparables’ • Key to success • Vendors must submit their DLMS 856 ASN to WAWF NLT one business day of reparable shipment Recommend Military Services consider GFP interim solution
