  1. HOSTAGE POLICY • Hostage means one or more non-inmates taken and held by an inmate or other individual against the captive’s will.

  12. SURVIVAL • The first 15 – 45 minutes is the most critical • DO NOT PANIC • Comply with inmate wishes but try not to change clothes with the captors, or be blindfolded
