1. State Summary Results • 87% of districts and 81% of campuses met AYP in 2006. • 60 districts and 291 campuses are in Title I School Improvement for the 2006-07 school year. • Seven districts and 22 campuses were Not Evaluated under the Hurricane Rita Provision.

State Summary Results (cont’d) • Of those missing AYP, 60% of districts and 35% of campuses missed AYP solely due to the 3% cap. • Only two campuses failed participation due to the Displaced Student group. • USDE denied altering the AYP status or School Improvement Requirements for these campuses.
2. Update of Preliminary AYP Data Tuesday, August 15 • 2006 AYP preliminary data tables posted on TEASE at 10:00 a.m. • 2006 AYP preliminary student listings and data download posted on TEASE at 2:00 p.m.

Update (cont’d) Wednesday, August 16 • AYP results updated to correct an AYP processing issue which primarily affected the data for limited English proficient (LEP) students in Grade 5 who were administered Linguistically Accommodated Testing (LAT) of the TAKS mathematics assessment. • Public release postponed to noon on Thursday, August 17.

Update (cont’d) Thursday, August 17 • Updated AYP information available on TEASE at 9:00 a.m. • Public Release of AYP results posted on TEA website at noon • All products include the date August 17, 2006, printed at the top right corner of the reports. • Districts should ensure that their AYP appeal is based on the data tables and student lists released on Thursday, August 17.
3. Schedule for AYP Appeals and Final Release • August 25: Deadline for parental notification of School Improvement Requirements • September 20: Appeals deadline (must be postmarked by this date) • Mid-December: Districts will receive their appeal decision notification letters and TEA will release final 2006 results updated for the results of appeals.

4a. General Considerations for Appeals • Appeals are not a data correction opportunity. • Appeals are not considered for areas where a district/campus met AYP or was Not Evaluated. • Appeals are considered for areas where AYP was missed, even if the result would mean the district/campus still misses AYP overall.
4b. Special Circumstance Appeals • Hurricane Katrina/Rita Indicator Coding. • Districts impacted by Hurricane Rita but not eligible for the Hurricane Rita Provision. • Districts with students served by Regional Day School Programs for the Deaf. • Title I Targeted Assistance Campuses. • Inclusion of Grades 9 and 11 TAKS. • Districts Annexed by Order of the Commissioner.
4c. Other Circumstance Exceptions • The exceptions process conducted automatically in the AYP system did not cause the state to exceed the 3% cap. • Other circumstance exceptions are allowable and should be submitted as a regular appeal.

6. Exceptions Process • Federal 3% cap is extended by the number of Exceptions • Total Cap applied to eligible districts: Federal 3% cap + Total Exceptions

Exceptions Process (cont’d) • Total Exceptions to the cap are identified as: • Students from school districts with a Residential Treatment Facility within their district boundaries, registered through RF Tracker. • Students identified in PEIMS as receiving services in a Residential Treatment Facility. • Students evaluated within the federal cap process (proficient students who either meet ARD expectations on SDAA II and were tested below enrolled grade level, or meet ARD expectations on LDAA).
6. Exceptions Process (cont’d) • Not all Exceptions are Passers • Exceptions allow the federal cap limit to be extended for school districts • The sort order of all students in the district is applied • Students served in RF settings may not be included within the Total Cap limit • However, other students in the sort order will be included • Overall effect for the districts remains: Proficient students = Federal Cap + Total Exceptions
