The story of English as an international language • 19-century age of empire: British English enjoyed the global supremacy. • Through the agency of the two world wars: American English and culture became part of the global consciousness through the mass media and its values. • After 2003, English began to gain a supranational momentum that make it separated from its Anglo-American pasts. What is Global English? • Easy English with a vocabulary of just 1,500 words • Proposed by Jean-Paul Nerriere, a French-speaking retired IBM executive as “the worldwide dialect of the third millennium” • An international language independent of its Anglo-American origins or cultures • Contagious, adaptable, popullist, and subversive, a language as a part of “global consciousness” (quoted from McCrum, Newsweek, June , 2010) ELF 分享會(成大成鷹計畫)

Case 1: Lingua Franca Core in Korea Presenter: Chung, Hyunsong (Department of English Education/ Korea National University of Education, South Korea) • Title of the Paper: Challenges of the Lingua Franca Core (LFC) in Korea • Main points: Foreign language policy makers in Korea are hesitant to practically adopt the LFC in the national curriculum because the students and parents still pursue the “standard” or “native-like” norm of English which is believed to guarantee academic/professional success in the future. Case 2: Language Education Policy in China Presenter: Pan, Zhangxian (Zhejiang Gongshand University, China) • Title of the Paper: Retrospect and Prospect of the English language Education Policy in China: Towards Multiplicity • Main Points: The author argues that in the context of globalization and frequent use of information technology, China’s English language education changes towards multiplicity, which is revealed in matters such as the choice of teaching goals, education model, contents, methods and the suitable stage to start the education. Case 3: Internationalization of Higher Education and Language Policy • Presenter: Cabau, Beatrice (Hong Kong Baptist University, Hong Kong) • Title of the Paper: The antagonistic interests of ELF and the national language in Swedish higher education in the light of internationalization of higher education and language policy • Main Points: …the increasing use of English in HEIs (Higher education institutions) as a not unproblematic consequence of the phenomenon of internationalization of higher education. … Swedish HEIs have to reconcile the objective of internationalization of HE together with the principles of national language policy.
