  3. What is the EFA-Fast-Track Initiative? The Education for All - Fast Track Initiative (FTI) is a global partnership between developing countries and donors to accelerate progress towards the goal of universal completion of quality primary education by 2015. • Partners include 30 bilateral and multilateral donor agencies; 20 low income countries; and civil society • All low-income countries (IDA eligible) may receive some form of support • Major expansion foreseen in the next 3 years www.fasttrackinitiative.org

  6. What is Capacity Development? "Capacity" is understood as the ability of people, organisations and society as a whole to manage their affairs successfully… "Capacity development" is understood as the process whereby people, organisations and society as a whole unleash, strengthen, create, adapt and maintain capacity over time. (DAC GOVNET, Feb 2006)

  7. Statement of Purpose “The FTI Task Team on Capacity Development will focus on cultivating capacity at country level in the context of the EFA-FTI. The Team will take stock of lessons learned in terms of process and partnership demand and determine how to continue to work together at the end of 2006.”

Guiding Principles • CD is an endogenous process. • CD is a long-term process to address “the systemic factors” that encourage and discourage country-led CD. • Add value to what is “business as usual” at country level. • Gear activities in such as way as to be catalytic and sustainable (i.e.: promote lasting change). • Shift the focus of the discussion around CD from supply-driven to demand-driven issues. • Knowledge management (of lessons learned, “best fit approaches”, institutional memory) is a key aspect of adding value to additional work on CD (i.e., learning from what works and from experience). • Consider CD in a broader perspective, including in the context of general public sector/civil service reform, good governance and corruption, and change management. • Focus : CD in the FTI
