Strengthen accountability of climate finance to parliaments, governments, general public and to development partners (PEFA exercise) • Strengthen transparency - climate expenditure data is publicly available • Move to performance based budgeting with political will and key performance indicators including on environment and climate change, based on country context and requirements

  2. Strengthened country monitoring and evaluation mechanisms which build on existing systems • Well defined national plan and strategy which includes climate change • All public funds flowing into country should be reflected in the national budget systems
