  3. Actions since last MC Meeting • Reviewed proposed changes taking into account Participant’s comments • Met with MMM to discuss gaming concerns • Re-examined the four different scenarios of when a generator doesn’t complete min run time 

  4. Presented to MC on 7/13 Current • If a generator does not complete its minimum run time it is set ineligible for RT Operating Reserve Credits (Startup, No Load, Incremental Energy).

  5. Scenarios Presented to MC on 7/13 • Generator requests to waive it’s Min Run Time, and the ISO system operators agree to the shut down • ISO orders unit to come offline for reliability before min run period is completed • Unit trips off line before completing min run period • Unit request to waive it’s Min Run Time and ISO system operators do not agree to shut down.

Example: Partial Startup Costs • Generator completed 3 out of 4 hours of it's Minimum Run Time before coming offline. • If the early shutdown was approved or ordered by the ISO, the unit remains eligible for the entire Startup cost. • If the early shutdown was a trip, the unit will remain eligible for a portion of it's Startup cost as follows: • Startup costs = (Hours On/ Min Run Time * Startup) • Startup costs = ( 3 / 4 * $1,000) = $750.00 • If the early shutdown was requested by Participant and not granted by ISO: Unit is flagged Failure to Follow (pro-rated Startup, no No-Load and no IE.)

  8. Partial Self Schedule (SS) • Current • Any hour that contains a single self-scheduled MW is considered ineligible for Operating Reserve Credit. • Proposed • Provide Operating Reserve Credit eligibility for MW’s that are pool scheduled above a unit’s Self-Schedule. New eligibility will only apply to incremental energy. It will not apply to Startup and No Load. • Benefit • Allows generators to receive Operating Reserve Credit for MWs dispatched at the Pool’s discretion.
