Maintenance of IEEE standards • Standards life cycle (5-year review) • Sponsor needs to take a maintenance action on a standard within five years of its IEEE-SA Standards Board approval date. • A maintenance action on an active standard are, • Revise a standard by submitting a PAR; • Reaffirm a standard by initiating reaffirmation ballot; • Withdraw a standard (administratively or withdrawal ballot); or • Stabilize a standard by initiate stabilization ballot • If no action are made at the end of a maintenance cycle, RevCom will make a default recommendation of withdrawal to IEEE-SA Standards Board

Maintenance of IEEE standards : Reaffirmation Process • Must be approved by at least 75% ballot group or reaffirmation ballot fails; • The Sponsor shall review and respond to all ballot comments; • Affirmative vote with comments • Provide comment response to show consideration. • Proceed with reaffirmation of standard • Disapprove vote with comments • Determine if the technical comment is actual significant technical error or omission. If so, may need to revise the standard. • Provide response to show consideration and conduct recirculation. • Submit to RevCom

Maximum of 4 years IEEE-SA Standards Board Approval Process Project Approval Process Develop Draft Standard Sponsor Ballot Publish Standard Reaffirm STD Revise STD Maximum of 5 years Archive Withdraw STD • Submit to Standard Review Committee (RevCom), a committee that makes a recommendation to IEEE-SA Standards Board for an approval of the reaffirmation. • IEEE-SA Standards Board reviews the recommendation and approve the draft standard.

Maximum of 4 years IEEE-SA Standards Board Approval Process Project Approval Process Develop Draft Standard Sponsor Ballot Publish Standard Reaffirm STD Revise STD Maximum of 5 years Archive Withdraw STD • The Sponsor shall initiate revision of a standard whenever any of the material in the standard (including all amendments, corrigenda, etc.) becomes obsolete or incorrect, or if three or more amendments to a base standard exist three years after its approval or most recent reaffirmation.

Maximum of 4 years IEEE-SA Standards Board Approval Process Project Approval Process Develop Draft Standard Sponsor Ballot Publish Standard Reaffirm STD Revise STD Maximum of 5 years Archive Withdraw STD • Standards that are no longer useful or contain significant obsolete or erroneous information should be recommended for withdrawal by the Sponsor. • A recommendation for withdrawal shall be supported by a ballot with a 50% return and at least a 75% approval. • If no action are made at the end of a maintenance cycle, RevCom will make a default recommendation of withdrawal to IEEE-SA Standards Board

Maintenance of IEEE standards : Proposed Change • Issues/concerns on Reaffirmation • Revisions PARs are not always initiated to resolve issues raised during Reaffirmation • Reaffirmation ballots (and heavy workloads) have led to cursory voting as many voters cast default 'yes' votes without really reviewing the standard(s); • New proposal on Reaffirmation & Stabilization • Eliminate 'Reaffirmation' and 'Stabilization' process • Complete a Revision on a maintained standard every 10 years • Standard is administratively withdrawn at the 10 year mark, if no action from the sponsor
